As the Financial Analyst II, you will provide financial management operations for IT programs, projects, and initiatives.

In this role, the Financial Analyst will work closely with senior leadership to create, validate financial ledgers, and ensure compliance with budgetary guidelines.

Your responsibilities will include budgeting, billing, reporting, forecasting, and auditing of expenditures.


Duties:


  • Provides financial management operations to include but not limited to budgeting, billing, reporting, and forecasting of IT programs, projects, and initiatives.
  • Follows proper financial practices, protocols, standards, and guidelines to ensure good stewardship of Government funding.
  • Works closely with senior leadership to create and validate financial ledgers and ensure they are inline with yearly and quarterly budgetary readiness exercises.
  • Assists program and project managers with capturing funding requirements and expenditures.
  • Assists with expenditure and funding audits as they arise throughout the fiscal year.
  • Coordinate with the departments' Branch and Division leads to ensuring hardware and software support agreements are maintained.
  • Processes annual contract actions to maintain, renew, recompete maintenance contracts.
  • Performs research and analysis of technologies to meet customer needs.
  • Develops and presents progress reports.
  • Tracks and manages organizational tasks.
  • Provides reports to senior leadership regarding financial expenditures and budgetary line items awaiting execution.
  • May work with the organization's resources managers to coordinate yearly and quarterly budgetary execution plans.
  • Applies fundamental concepts, processes, practices, and procedures on financial assignments.
  • Possesses and applies comprehensive knowledge across key tasks and high impact assignments.
  • Performs independent thinking, complex tasks with little to no supervision, and may supervise others.
  • Possess the ability to work with other senior financial and budgetary personnel to complete financial tasks.
  • Knowledge of DHA contract acquisition processes, system & software approval processes, information technology & cybersecurity concepts, DMLSS, ServiceNow.
  • Collaborates with internal and external entities to ensure the department's financial obligations are met.

Responsibilities:


  • Manages and maintains the Departments Budget process.
  • Develops and maintains the annual spending plan for the Department.
  • Works closely with the Divisions to track financial burn rates.
  • Maintains spend plan data for Ektropy for current and future years.
  • Utilizes General Fund Enterprise Business System (GFEBS) system to manage Procurements.
  • Manages the obligation process for current and future Fiscal Years
  • Performs research to execute deobligations for prior Fiscal Years as needed.
  • Manage requirements within Financial Management Information System (FMIS)
  • Collaborates with internal and external entities to ensure the department's financial obligations are met.

Qualifications:


  • 6+ years of experience as a financial analyst or equivalent.
  • Bachelor's degree and/or equivalency.
  • Public Trust Clearance.

Preferred Qualifications:


  • Prior experience supporting a DoD environment.
  • Experience with Microsoft suite, specifically Microsoft Project.
