Project Overview

Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense's Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization followed by supercritical water oxidation is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile.

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. The ability to obtain/maintain access to the Blue Grass Army Depot is required. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

Position Summary

The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is looking for a Subcontract Technical Representative (STR) at the Richmond, KY site location. This position will report to the Business Services the BGCAPP project.

The selected candidate will be responsible for all aspects of teaming subcontract administration and management activities relating to subcontractor cost and scheduling, manpower requirements, productivity and control of subcontract scope of work.

This is a long-term assignment with a 4-10s schedule. The work hours are from 7:00am – 5:30pm. This position may require additional overtime hours as deemed necessary. BGCAPP operates on a 24/7 schedule.

Responsibilities

• Coordination of teaming subcontractor's activities to ensure successful execution to support the project Closure schedule and provide oversight of subcontractor performance for assigned subcontract(s).
• Maintaining a continuing review of the progress of each subcontract and provides management with information regarding any technical, cost and schedule related issues.
• Preparation or coordination of scope documents, requisitions, and technical evaluations in support of subcontract change notices/orders development and amendments and resolves any technical issues. Targeted subcontracts may include Science and Laboratory, Closure and Training teaming subcontracts.
• Assisting in subcontract formation, providing input to subcontract exhibits and conducts document reviews through to the final request for proposal (RFP).
• Conducting or coordinating the completion of technical evaluations of proposals.
• Support the development of estimates, trends, Requests for Information (RFIs) and Change Requests, and Deficiency Reports (DRs), as required.
• Reviewing subcontractor invoices for completeness and accuracy.
• Providing technical oversight to the subcontractor's safety program maintaining the Bechtel Zero incidents or accidents expectations over the performance of the work.
• Review Subcontract quality verification for completeness, accuracy, and forward documents to document control.

Qualifications & Skills

Basic Qualifications

Level 1

• Bachelor's degree from an accredited college/university with 6 years of work related experience OR; in lieu of a degree, 12 years related progressive professional experience in field engineering, engineering or subcontract management.
• Must be a US Citizen.
• Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). *
• Demonstrated experience with execution of service subcontracts.

Level 2

• Bachelor's degree from an accredited college/university with 9 years of work related experience OR; in lieu of a degree, 15 years related progressive professional experience in field engineering, engineering or subcontract management.
• Must be a US Citizen.
• Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). *
• Demonstrated experience with execution of service subcontracts.

Additional Qualifications

• Intermediate Microsoft Office skills.
• Demonstrated strong oral and written communication skills.
• Field experience in the Bechtel Safety Core processes.
• Ability to review technical plans, procedures and any required subcontract documents.
• Familiarity with Environmental, Safety and Health requirements including OSHA, Bechtel Core.
• Processes and USACE E
• Familiarity with basic service subcontract terms and conditions, and legal requirements.
• Basic knowledge of law, negotiations, accounting or cost engineering gained through education or experience.
• Experience with Bechtel Standard Applications (BSAPs) for monitoring and control of project processes.
