- Directs and supervises the CCR PMU team in strategic development, coordination
- Coordinates CCR reporting needs and works closely with agency partners to obtain required data for internal and external reports.
- Provides technical assistance and consultation on performance management and quality assurance to CCR state office and direct delivery staff, other state and private agencies, and stakeholder groups.
- Represents CCR and HHSC at meetings, legislative sessions, conferences and seminars, or on boards, panels and committees.
- Manages CCR state office staff resources, assignments and budget to ensure that resources are used properly.
- Identifies program needs and supervises the planning and development of program activities to ensure compliance with the agency and division mission and goals.
- Performs the function of the CCR Deputy Associate Commissioner of Quality & Compliance in their absence.
- Reviews results of special investigations, internal audits, research studies, forecasts, and data analysis to provide direction and guidance to program staff.
- Performs other duties as assigned and required to maintain unit and program operations.
- Promotes and demonstrates appropriate respect for cultural diversity among coworkers and all work-related contacts.
- Attends work regularly in accordance with agency leave policy.
- Knowledge of child care regulation and the child welfare system.
- Knowledge of CCR rules, statute, policies, processes, and CCR performance measures.
- Knowledge of quality assurance processes.
- Knowledge and/or experience working with complex data and statistical analysis.
- Knowledge of IT data systems and project management.
- Knowledge of budget and financial reports.
- Skill at establishing and maintaining productive working relationships both internally and externally.
- Ability to analyze and interpret complex data and written material.

Job Description:
Under the direction of the Deputy Associate Commissioner of Quality and Compliance for Child Care Regulation (CCR) in the Regulatory Services Division (RSD), the Director of the Performance Management Unit is responsible for providing leadership, strategic direction, and guidance for CCR's Performance Management Unit (PMU).
The Director of PMU is responsible for the direct oversight of CCR's data analysts, risk analysts, and case analysts, including the management and coordination of data governance and CCR internal and external reporting needs.
This position is involved in establishing the strategic plan, goals and objectives for the CCR program and assists in creating performance measures for determining progress in meeting program goals and evaluating program activities to inform recommendations for improvement.
This position is responsible for technical assistance and consultation to direct delivery managers and their staff, managing program resources, and establishing priorities for and overseeing quality assurance and process improvement projects.
This position requires high-level, data-driven decision making, public speaking, emotional intelligence, and the ability to develop relationships with internal HHSC staff, providers, stakeholders and community leaders.
The position interacts routinely with CCR and Regulatory Services Division leadership, Regulatory and Specialty Data Analytics, other state agencies, and external stakeholders.
The position works under minimal supervision with considerable latitude for the use of initiative and independent judgment.Essential Job Functions:
