Duties:


  • Serves as a Supervisory Emergency Management Specialist with full oversight and technical management of a team of emergency management specialists, contingency planning professionals, and telecommunications specialists.
  • Responsible for developing, evaluating, and ensuring implementation of staffing, training, and technical concepts, policies, and procedures for specialized personnel logistics of Continuity of Operations (COOP).
  • Oversees, guides, and directs major unit planning projects.
  • Develops, directs, and modifies DoD COOP support and emergency planning, focusing on critical, long range strategic emergency and mobilization planning for specialized and critical elements of the supported organizations.
  • Coordinates the development and acceptance of DoD COOP support memoranda of agreements (MOAs) with DoD and other government agencies (i.e., Federal Emergency Management Agency (FEMA) and Department of Homeland Security (DHS).
  • Evaluates and analyzes all new and revised DoD and other organizational directives and regulations related to COOP to ensure consistency and compatibility with policy objectives.

Specialized Experience:

One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.

To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement.


Creditable specialized experience includes:

  • Developing, evaluating, and ensuring implementation of staffing, training, and technical concepts, policies, and procedures for specialized personnel logistics of Continuity of Operations (COOP) support
  • A
pplies highly specialized expert level knowledge and guidance to Continuity of Operations (COOP) support programs and reviews, evaluates, and modifies plans, as required.

  • Evaluates and analyzes new and revised DoD and other organizational directives and regulations related to COOP to ensure consistency and compatibility with policy objectives.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

bility to exert physical capabilities to include minimum ability to lift objects and work during austere times and conditions is required.


Education:

Substitution of education may not be used in lieu of specialized experience for this grade level.
