GENERAL DESCRIPTION
Performs highly complex (senior-level) computer systems analysis work. Work involves planning and analyzing user requirements, procedures, and problems to automate processing or to improve existing systems. May assign and/or supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Central Counties Services incorporates principles of traumainformed care, which includes cultural sensitivity, in all areas of service delivery. All job descriptions include the responsibility to learn about and implement traumainformed practices within the scope of work for the position.
  • Oversees and provides guidance in troubleshooting and solving problems relating to computer systems or programs.
  • Oversees studies and the preparation of reports that include study findings, recommendations, and instructions for proposed system implementations; formulates logical descriptions of problems; and devises optimum solutions.
  • Analyzes and tests new or existing procedures, information systems, or utility programs for efficiency and effectiveness.
  • Analyzes and defines agency disaster recovery responsibilities and procedures.
  • Coordinates, plans, and schedules the installation or training for new or revised systems and defines business process requirements.
  • Designs, modifies, and implements new or revised systems to serve new purposes or improve work flow.
  • Details input and output record formats for computer programs, designs forms, and writes instructions for the use of forms.
  • Determines operational, technical, and support requirements for the location, installation, operation, and maintenance of data processing, data communications, and computer and management information systems.
  • Prepares and defines the goals of the system and devises flow charts and diagrams describing logical operational steps of programs.
  • Assists with the preparation of costbenefit and returnoninvestment analysis to aid in decisions on computer system modifications and implementations.
  • May evaluate and recommend action on testing and certification of software and hardware upgrades.
  • May assist in information systems security administration.
  • May assign and/or supervise the work of others.
  • Must stay compliant with all required training.
  • Performs related work as assigned.
  • Demonstrate high ethical standards, trustworthiness, and personal integrity. Regular attendance, dependability, and promptness are required for the 85 work day or agreed upon hours 100% of the time, to ensure consistency and completeness of program's processes.


  • Professional Development

  • Successfully complete training required to maintain skill competency and cross training to ensure consistency across program procedures. Complete continuing education as required by professional standards and the Center.
  • Frequent daily driving within the catchment area is required.

GENERAL QUALIFICATIONS

Experience and Education

  • Experience in systems analysis and design work. Graduation from an accredited fouryear college or university with major coursework in computer science, computer information systems, management information systems, or a related field is generally preferred. Education and experience may be substituted for one another.

Knowledge, Skills, and Abilities

  • Knowledge of the limitations and capabilities of computer systems, of the techniques used in the design of nonautomated systems, of information technology equipment, of applicable programming languages, of computer hardware and software, of computer operating systems, of writing program code, and of automated mapping.
  • Skill in coordinating and solving problems; in scheduling, testing, installing, and implementing programs; and in troubleshooting computer systems.
  • Ability to analyze systems and procedures, to write and revise standards and procedures, to handle multiple projects, to communicate effectively, and to assign and/or supervise the work of others.

Relationship Skills

  • Ability to communicate effectively, both verbally and in writing.
