    Summary of Position

    Under the supervision of the Assistant Community Development Director, assists with advanced projects affiliated with a first-tier suburban community. The individual in this role performs a variety of technical and professional work relating to a wide range of planning, zoning, transportation access, equitable housing and economic development related policies, transit-oriented development, middle housing initiatives, and other issues affecting current and future land use within commercial, industrial, and residential development. The Senior Planner will continually work to disrupt racial disparities in the community through enhanced and inclusive community engagement and equitable and transparent processes. Strong research and writing in long range planning efforts. The individual in this position also seeks out and researches availability and coordinates the application and administration of grant funding.

    Expected Hours of Work
    Hours are typically Monday-Friday from 8 am to 4:30 pm. In addition to working office hours, staff may be required to work additional events. Hours may include, nights, weekends, and holidays.
    Essential Duties and Responsibilities

    Reasonable accommodations may be made to enable individuals to perform these essential functions:
    1. Provide detailed and accurate information to developers, property owners and interested persons on land use applications and zoning questions as they relate to City ordinances and regulations.
    2. Assist the data designee with public information requests regarding planning regulations, policies and programs
    3. Coordinate with the Housing and Economic Development Manager and Community Development Director on land use and zoning approaches.
    4. Conduct long-range planning and project related research initiatives to better inform City efforts.
    5. Assist with review of development and related land use permit applications, site plans, variance applications, etc. and examines for compliance with established City ordinances and county and state regulations.
    6. Analyze and prepare reports with findings and recommendations on various land use proposals as directed.
    7. Prepare materials and deliver presentations on the topics of site plans, plats, variances, ordinances, etc., to elected officials and appointed officials, including but not limited to Planning Commission, Board of Zoning Appeals and HRA
    8. Assist with the development and implementation of the City's Comprehensive Plan, and ensuring compliance of implementation strategies, as required by the Minnesota Land Planning Act.
    9. Identify various municipal issues and concerns, helps develop alternative solutions, prepares recommendations and implements approved programs.
    10. Develop scope of work and work plans for long range planning consultant services; procures consultant services through LOIs, RFPs, RFQs, and coordinate responses and contract negotiations.
    11. Advances city's efforts toward increased Disadvantage, Minority, Women, and Emerging Small Businesses procurement efforts
    12. Provides transparent, robust and equitable community engagement efforts that enhance city's efforts of an inclusive and welcoming community.
    13. Assist other staff in the preparation of various reports on planning/ development issues and projects.
    14. Meet with developers, community members, and neighborhood groups to explain development proposals and to explain the plan's compatibility with overall zoning and plan regulations as requested.
    15. Assist with providing staffing for the Planning Commission, Board of Zoning Appeals, and the HRA.
    16. Attend meetings and assist with the planning process for public transit proposals affecting the City, including but not limited to light rail, bus routes, trails, bike paths, etc.
    17. Managing the grant lifecycle process for the City including proactively identifying and researching grant opportunities, preparing and submitting grant applications, administering of awarded grants, and ongoing tracking and reporting of grant funding to leadership and Council.

    Minimum and Desired Qualifications

    Minimum Qualifications
    • Bachelor's Degree in planning, urban studies or closely related field
    • Three to four years of professional planning or related experience
    • The principles, practices, organization, administration, evaluation and purpose of land use planning including zoning, comprehensive planning and economic development.
    • Ability to establish and maintain effective working relationships with citizen groups, commissions, city council, city staff, developers and others, and work with the public in a positive manner.
    • Ability to express oneself clearly and concisely, both orally and in writing.
    • Ability to organize and manage a multitude of tasks, delegate and prioritize work and effectively accomplish tasks within deadlines.
    • Computer skills to include word processing and Geographic Information Systems.
    • Basic understanding of laws and rules related to the HRA and financing tools available to the HRA.
    • Ability to analyze and research.
    Desired Qualifications
    • Master's Degree in planning, urban studies, public policy, public administration or closely related field. Subfield experience with affordable housing, economic development and/or transportation policy and program development is preferred.
    • Experience in researching, writing, applying for and administering grant funds.
    • Experience with Laserfiche, or other document management software.
