Innovative Technologies Corporation (ITC) is currently seeking a Program Analyst (Records Management Specialist) to support the Secretary of the Air Force (SAF/AA) Concepts, Development, and Management Office (CDM) in the planning and acquisition of cost-effective, critical capabilities to support the war-fighting mission of the combatant commanders, military services, government agencies, allies, and mission partners - this contract provides a multi-functional range of professional services including program management, project management/acquisition support, financial management support, systems engineering, Information Technology (IT) support, administrative support, security support, and intelligence support.

Clearance Required:


  • DoD Top Secret eligible (no SECRET or Public Trust)

Education Required:

Master's Degree in the stated discipline - OR - Bachelor's Degree plus 4 years additional work experience (Intelligence, Government Acquisitions, Business Administration, political science, international relations, diplomacy, communications, Finance, Accounting, Government Contracting or Government Acquisitions, Business Administration, Contract Management, Law, Economics, Supply Chain Management or similar degree, or a technical degree)


Experience Required:

Ten (10) years project and program management plus six (6) years specific within the DoD with increasing progressive experience. Acquisitions or life cycle management experience is a bonus.

  • Expertise in oral and written English communications skills, including developing/updating/maintaining procedures and writing white papers/reports/briefings/minutes; advanced skills in the Microsoft Office environment is essential (Word, PowerPoint, Excel, Teams, SharePoint)

Required Qualifications:


  • Strong experience in SharePoint
  • Knowledge Manager or Content Management preferred, Developer or Administrator acceptable (must be beyond "typical" enduser, can be a "Power User")
  • Experience in DoD program management, technical, and/or business analysis discipline related to defense records management
  • Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment
*Experience in the program/project status, schedules, and DoD reporting

  • Experience actively supporting coalition or bilateral military information sharing efforts; deployed supporting coalition or bilateral environments a plus.

Desired/Bonus Qualifications:


  • Records Management Certificate: MS365 Purview Records Management; SC400: MS Information Protection Administrator; Microsoft Certified Information Protection and Compliance Administrator or similar
  • One or more of the following: SAF/CDM experience, SETA contractor experience, US Air Force (civilian, military, or contractor) experience, Headquarters/Joint Staff/COCOM experience
  • Experience in working with DoD or Services Program Executive Offices (PEO)
  • Three (3) years or more experience drafting and executing MOUs/MOAs and Interagency Agreement (IAA) Form 7600, or DoDI DoDI , "Support Agreements," December 16, 2020)


This hands-on Systems Engineering and Technical Assistance (SETA)* position directly supports military and civilian US government agencies, our Allied and Partner Nations communications and intelligence capabilities, and works side by side with government architecture and engineering professionals, acquisitions and procurement experts, engagement specialists, and administrative support to align with DoD objectives.


Program Analysts assigned tasks will range across the functional domains of policy, requirements, Planning, Programing, Budgeting and Execution (PPBE), functional support across the range of military operations.

Tasks also include monitoring operations and sustainment of fielded and emerging coalition information sharing capabilities within Mission Partner Environment (MPE) portfolio and participation in Combatant Command (CCMD) and Service Component exercises, demonstrations, and enhancements that include secure information sharing concepts and capabilities.

Tasks also include providing technical support in established and emerging Enterprise constructs such as the US Battlefield Information Collection and Exploitation System (US BICES), the US BICES-Extended (US BICES-X) Enterprise, Five Eyes (FVEY) sharing capabilities, the Defense Intelligence Information Enterprise (DI2E), the Joint Information Environment (JIE), and the global Mission Partner Environment (MPE).
