DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The City of Houston's Housing and Community Development Department (HCDD) seeks to create a city in which every resident has an affordable home in a community where they can thrive.

Partnering with non-profit, governmental, and local entities, HCDD strives to strengthen Houston's neighborhoods, provide true housing choice and execute the Mayor's vision for One Houston with complete communities throughout.

Since Hurricane Harvey, HCDD is managing more than one billion dollars dedicated to helping low and moderate-income families recover.-
Key Responsibilities

  • Researches, analyzes, interprets, and applies advance programmatic regulatory guidance.
  • Provides advance level support and technical assistance to program personnel.
  • Develops training materials and coordinates training for program personnel.
  • Track grant administration performance metrics.
  • Provides coordination for NOVUS/PNFDF/Public Notice and other processes.
  • Design and maintain logs and other tracking mechanisms.
  • Provides federal, state, and local monitoring coordination and support.
  • Assists in document management and other administrative tasks.
  • Perform other relevant duties, as assigned.

WORKING CONDITIONS
This position is physically comfortable. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.


MINIMUM REQUIREMENTS:


MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field closely related to the job.


MINIMUM EXPERIENCE REQUIREMENTS

Six years of professional experience in accounting, budget analysis, finance, public administration, public policy, or a field closely related to the job are required.


Substitutions:


  • Experience cannot be substituted for the Bachelor's degree requirement.
  • A Master's degree in a field directly related to the job may substitute for two years of the above experience requirement.

PREFERENCES:


  • Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), Housing Opportunities for Persons with Aids (HOPWA), Emergency Solutions Grant (ESG), Community Development Block Grant
  • Disaster Recovery (CDBG-DR), and other federal, state, or local grants.
  • Extensive experience researching and resolving advanced regulatory issues and preparing analyses to support decisionmaking.
  • Proven experience in managing multiple projects, priorities, and competing deadlines and rapidly adapting to changing production requirements and schedules.
  • Demonstrated critical thinking, problem solving, and decisionmaking abilities.
  • Advanced level proficiency in Microsoft Word, Excel, PowerPoint, OnBase, Adobe Pro, MS Publisher or similar, MS Access or other data base program/software
  • Knowledge of HUD grant reporting systems such as IDIS and DRGR
  • Ability to quickly grasp specialized software programs.
