    North Wind Site Services is focused on providing engineering, program management, environmental remediation services including investigation and characterization, environmental restoration, unexploded ordnance/military munitions response (MMRP), regulatory public involvement services, environmental compliance, logistics, and records and facility management.

    POSITION PURPOSE:

    Hazardous Waste Consolidation Facility Site Supervisor / Task Manager oversees the day-to-day operations at the Ft. Wainwright Hazardous Waste Consolidation Facility and supervises a crew of six personnel in executing a military base Hazardous Waste Services contract.

    This position will be primarily located on post at Ft. Wainwright, Alaska based out of the hazardous Waste Consolidation Facility (HWCF). The Hazardous Waste Consolidation Facility Site Supervisor / Task Manager may be expected travel via company provided vehicle, often during challenging driving conditions, to various waste accumulation points on Ft. Wainwright and as far as the remote training areas near Delta Junction, Alaska to perform the duties of the position.

    This position will also occasionally serve in a QC role working with technicians, samplers, and subject matter experts during waste processing, waste handling, waste pick-ups, and container deliveries as the workflow allows and based on HWCF needs.

    In the spirit of North Wind's safety-first culture, the Hazardous Waste Consolidation Facility Site Supervisor / Task Manager will be expected to perform their duties in a manner consistent with applicable OSHA, DOT, and RCRA regulations, established North Wind Safety policies and programs, and the project Accident Prevention Program (APP).

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Interpreting and Appling EPA Region 10 regulations in order to ensure that the HWCF and USAG-Alaska FWA remains compliant with federal, state, and local regulations.
  • Interpret, understand, and apply standards prescribed by RCRA, TSCA, CERCLA, OSHA, Installation SPCC Plan, Installation Sampling and Analysis Plan, Installation Waste Management Plan, and other applicable reference regulations and documents.
  • Supervising all in-scope onsite aspects of the installation waste management program
  • Coordination and assignment of workload among staff members.
  • Entry of waste-related data into electronic Government Waste Tracking Systems (EESOH-MIS) including, but not limited to waste characterization info, sample results, dates, container IDs, container tracking info, and documentation of key dates.
  • Supervision of contractor personnel at the FWA HWCF including Technicians, RCRA Subject Matter Experts, Samplers, Administrative personnel, and subcontractor-provided personnel.
  • Operating and maintaining the Fort Wainwright Hazardous Waste Consolidation Facility (HWCF) at Bldg. 3489, and additional contracted buildings, on Ft. Wainwright.
  • Assist in plan updates as needed.
  • Generation of periodic deliverables required by the contract in coordination with the NWSS project Manager.
  • Assist in the authoring and updating of project required SOPs.
  • Identification and problem solving of RCRA program deficiencies.
  • Perform a QC role as required to ensure that tasks performed by staff are being performed satisfactorily and IAW installation policies and Federal and State regulations.
  • Perform periodic inspections at numerous waste accumulation areas on the installation and at the remote training sites.
  • Maintain records.
  • Inspect containers and collection areas for compliance with regulatory requirements.
  • Communicates with NWSS Project Manager and DPW Program Managers on operations, status of ongoing tasks, inspection results, program requirements, and suggestions for improving the program.
  • Occasionally standing in for subordinate personnel as workload or work schedules require.
  • Performance of waste characterization sampling as required.
  • Characterization of wastes based on informational resources such as, but not limited to prior knowledge, SDS sheets, and sample results among others.
  • Mentoring and training of onsite personnel.
  • Delegates tasks as appropriate.
  • Ensure and foster a "safety first" work culture among the HWCF staff.
  • Provide excellent customer service and client relations.
  • Maintain a level of professionalism at all times.
  • Abide by company drug-free policy including a prohibition on cannabis usage.
  • Maintaining flexibility to best meet the needs of the client.
  • Interfacing with FWA customers.
  • Prioritization of tasks based on workload and client needs.
  • ADDITIONAL DUTIES AND RESPONSIBILITIES:

  • Operate light and heavy vehicles and equipment; trucks, forklifts, plows, pumps, etc.
  • Spill response, remediation, and clean-up activities.
  • General warehouse operations.
  • Inspect, handle, containerize, load/unload, and transport waste and materials.
  • Performs other duties as are appropriate and as assigned.
  • Assist the HWCF Supervisor and Project Manager in establishing, maintaining, and modifying (where appropriate) standard operating procedures (SOPs) for project related activities.
  • MINIMUM QUALIFICATIONS:
    Education and Experience:

  • Must possess a high school diploma.
  • Must possess at least five (5) years of relevant RCRA experience of similar scope and complexity within the past ten years.
  • Experience applying federal and state laws and regulations to RCRA to daily tasks and identification of deficiencies.
  • Experience performing QA/QC functions of waste processing, characterization, and storage activities.
  • Experience operating a forklift.
  • Experience operating material handling equipment typical of the industry (e.g, drum dollies, bottle carts, hand tools, etc.)
  • Skills and Abilities:

  • Ability to read, write, and/or interpret SOPs, waste related regulations, project planning documents, safety plans, and Sampling and Analysis Plans, lab analytical.
  • Must possess a working knowledge of Adobe Pro, Microsoft Excel, Outlook, PowerPoint, and Word.
  • High level proficiency of written and verbal communication required.
  • Must be well organized and be able to work independently with minimal direction.
  • Must have an excellent understanding of federal regulatory requirements pertaining to RCRA regulated waste storage, handling, and transportation requirements.
  • Strong working knowledge of RCRA.
  • Ability to multitask and prioritize tasks in light of changing priorities.
  • Ability to identify areas for improvement and propose suggestions to program managers.
  • General computer skills.
  • Have a positive attitude, integrity, and strong work ethic.
  • Special Requirements:

  • Valid Driver's License.
  • Applicants are required to have nothing on record that would prohibit you from gaining access to military installations nor government computer systems (ESSOH-MIS).
  • Employment is contingent on passing background checks to obtain access to installation.
  • Employment may also be contingent on ability of applicant to pass background check for DOD CAC card issuance for access to government computer systems.
  • Possess or be able to obtain a 40 Hour HAZWOPER certification immediately upon employment.
  • Pass pre-employment background checks and drug screening for substances considered illicit at the federal level (including Cannabis and its derivatives).
  • Must have valid driver's license.
  • Ability to pass occupational and DOT physicals.
  • PREFERRED QUALIFICATIONS:

  • Possess OSHA 10 and 30-hour Construction Health and Safety Certification, current within the last 5 years.
  • Alaska commercial driver's license (A, B, or C) with Haz Mat endorsement preferred.
  • Experience operating forklifts.
  • RCRA McCoy or other equivalent RCRA training.
  • Local Hire preferred.
  • PHYSICAL DEMANDS:

  • Ability to sit and/or stand for extended periods of time.
  • Ability to walk, reach with hands and arms, talk, and hear.
  • Ability to perform repetitive movements of the fingers, hands, wrists and arms.
  • Ability to frequently lift and/or move up to 20 pounds and occasionally lift and/or move up to 50 pounds.
  • WORKING ENVIRONMENT:

    The position will require work to be performed indoors and outdoors. The employee will be exposed to various weather conditions. Other hazards include, but are not limited to working near heavy equipment, noise hazards, chemicals, cleaning products, asbestos, lead based paint, contaminated soils and road traffic.

    While performing the duties of this job, the employee is exposed to normal office conditions as well as potentially hazardous conditions while on project sites.

    The noise level in the work environment is usually moderate.
