    CONTRACTS SPECIALIST 2
    Camp Murray, WA

    Under the supervision of the Contracts and Procurement Administrator, this position is an Assistant Contracts Administrator for Public Works and Environmental Program contracts, responsible for developing, reviewing and processing complex contracts, agreements, amendments and change orders for construction projects valued at approximately $40 million biannually.

    This is a civilian position and does not require military service affiliation.

    Some of what you'll do:
    Draft, review, and finalize contracts and agreements.
    Negotiate and terminate agency contracts.
    Attend public works bid openings.
    Procure goods and services, including competitive procurements, on behalf of the agency.

    Maintain, inventory, and prepare contract records for hard copy storage, document imaging, and/or transfer to state records center or archives.

    Compile, monitor, and report contracting data and information.
    Emergency Operations Center Support for Finance and Administrative Section.


    REQUIRED


    Two years of experience drafting, negotiating, and terminating contracts, contract property management, contract cost or price analysis, or contract compliance administration.


    Education in business administration, public administration, business law, commerce, economics, mathematics, statistics, or closely allied field can substitute for experience on a year-for-year basis.


    A Master's degree in business administration, public administration, business law, commerce, economics, mathematics, statistics, or closely allied field may substitute for one year of the experience requirement.


    DESIRED

    Education:
    Bachelor's degree in business administration, public administration, business law, commerce, economics, mathematics, statistics, or closely allied field.


    Experience:
    Six months of experience working with lease agreements, goods and services, design and construction, or public works project contracts.


    Knowledge of:
    Department of Enterprise Services contracting and procurement practices.

    Legal and professional contracting standards, regulations, guidelines and restrictions.


    Skills & Abilities to:
    Partner with customers to identify procurement and service contracting needs.


    Use Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, or similar software) to develop complex documents and presentations in support of program objectives.


    Compensation:
    Wage/salary depends on qualifications or rules of promotion.

    CONDITIONS OF EMPLOYMENT

    Background Investigation:
    Must successfully complete the appropriate background checks required for employment.

    Must be willing to sign releases of information and shall not have access to any investigative materials and files.

    The processing of background checks can take up to six months post-employment.

    Failure to successfully pass a background check may be cause for termination.

    Defense Biometric Identification System (DBIDS):

    Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation.

    Driver's License:
    Valid to drive in the State of Washington.
    Must meet requirements of the REAL ID Act.

    This is required for base access and will be required upon hire.

    Military Facility:
    Willingness to work on a Military Controlled Access Installation.


    Work Hours :
    A choice between Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule).


    Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.


    Telework:
    This position is eligible for telework.

    The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference.

    Reporting to the workstation for work activities or participating in-person meetings will be needed.


    Emergency Assignment:


    Upon activation of the National Guard Joint Operations Center (JOC), State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.


    Travel:
    Occasional travel within the state may be required for training and operational purposes.
