    Description


    Under general supervision, performs complex and detailed work in analyzing and maintaining the Housing Authority budget, grants, and other funding, assisting in the preparation and administration of budgets, performing a wide variety of complex functions and special assignments relative to budget preparation and implementation and financial reporting; and performs related work as required.

    Assists in the preparation and administration of the overall Housing Authority budget, grant management, and other funding obligations;
    Performs financial studies, determines feasibility of initiating new programs and expanding existing services;
    Assists in overall budget administration;
    Develops cost estimates for costs such as staffing and other operating expenses;
    Analyzes and maintains funding obligation tracking systems;
    Prepares administrative reports; works closely with staff to ensure adherence to established budget practices and parameters;
    Makes recommendations regarding budget requests;
    Attends meetings, conferences and seminars and participates on a variety of internal committees.
    Supervises other Finance Department staff in the performance of required duties.

    KNOWLEDGE, ABILITIES, AND SKILLS :

    Knowledge of :
    The principles and practices of public administration;
    The principles and techniques of governmental budgeting, budgetary control, and governmental accounting;
    The principles of organization and management;
    Appropriate software applications and use of computers.


    Ability to :
    Investigate and analyze budgetary problems and develop effective courses of action;
    Establish and maintain cooperative interpersonal relationships;
    Speak and write effectively;
    Operate personal computers and job-related software applications.


    Skills :
    Supervise and lead department staff
    Advanced use of Microsoft Office Excel


    MINIMUM QUALIFICATIONS :


    Any combination of training, education or experience which demonstrates potential ability to perform the duties of the position; Bachelor's degree in public administration, business administration or other closely related field and three years increasingly responsible public sector budgetary experience; possess valid California driver's license.
