  • The Administration for Children's Services (ACS) protects and promotes the safety and wellbeing of New York City's children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency's Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive communitybased alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and lowincome children so they can access safe, affordable, quality care.
  • The Division of Policy, Planning and Measurement (PPM) supports the ACS program divisions with research and data analytics; quality assurance and continuous quality improvement; policy and program development; project management; workforce training and professional development; and contract agency performance monitoring. As part of the Division of Policy, Planning, and Measurement, under the supervision of the Director of Policy, the Deputy Director of Policy will assist with the development of policies and procedures for ACS and contracted agency staff. These policies and procedures will help to support and advance the mission and priorities of ACS, as well as enforce City, State, and Federal legislation and regulations, and the communities ACS serves.
  • The Deputy Director's duties and responsibilities will include, but are not limited to, the following:
  • Assist the Director of Policy in the oversight of the Policy Unit, including reviewing and developing the work of the Policy Unit's staff, setting priorities, and maintaining a system that tracks all policies, procedures, manuals, and standards being drafted.
  • Liaise with various ACS offices and divisions in order to obtain content necessary to develop policies and procedures that advance the mission and priorities of the agency.
  • Write and edit new policies, procedures, memoranda, and other written materials, take into account the needs of various divisions and programs throughout the agency.
  • Update existing procedures to ensure that staff of ACS and its provider agencies are in compliance with agency policies and applicable laws and regulations.
  • Work with various ACS offices and divisions to ensure awareness about the Racial Equity Impact Assessment (REIA) tool, and other equityfocused assessments, in the process of developing policies and procedures.
  • Schedule policy workgroup meetings.
  • Prepare agendas and presenting at meetings throughout the agency and to external stakeholders, including to the executive team and the Commissioner's Office, as needed.
  • Make recommendations on policies, procedures, and standards by analyzing current systems and program objectives, and researching alternative systems in order to improve the delivery of services and the flow of work of the agency.
  • Support and participate in projects that relate to changes in policy and procedures, as well as training sessions on newly developed policies and procedures.
  • Analyze legislation, statutes, regulations, and other legal materials to incorporate into new and/or updated policies, procedures, and standards.
  • Conduct legal research and reviewing applicable laws and regulations to inform agency policies.
  • Provide technical assistance to the unit and other agency staff, by attending meetings and reviewing issues and documents, in order to assist in resolving policy questions.
  • Interpret for staff within other divisions and the Policy Unit the intended impact and changes to ACS' policies and procedures by changes to laws, regulations, and other directives governing ACS policy and procedures.
