Description

Duties:


  • Serves as a leading expert and technical advisor in acquisition management and program management.
  • Evaluates acquisition governance documents and Acquisition Category (ACAT) programs and projects/initiatives/services strategic plans ensuring consistency with overall organizational goals and objectives.
  • Provides authoritative advice and assistance to program and project and service personnel throughout the acquisition phases of assigned programs, projects, initiatives and services.
  • Develops, maintains, and coordinates all documents required for Major Automated Information System (MAIS) program.
  • Serves as the Subject Matter Expert (SME) on the Acquisition System and Program, Planning, Budgeting and Execution Systems (PPBES).

  • This is a covered position and the person selected for this position must complete an OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment pursuant to 5 CFR b) (DoD
  • This is a Critical Acquisition Position (CAP). The incumbent must obtain Acquisition certification in the Program Management Functional Area at the Advanced Functional Tier within 48 months of entry into this position.
  • The incumbent must also achieve 80 hours of Continuous Learning Points (CLPs) every two years in accordance with the 4th Estate Director for Acquisition Career Management (DACM) Common Continuous Learning Cycle (unless prorated).

Qualifications:


  • One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS13within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as experience in program and acquisition support, conducting analysis and supporting the development of processes and tools required to optimize Acquisition Workforce capabilities; in addition to providing oversight in the analysis of department policy and initiatives that impact the organization.

Volunteer Experience:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.


Education:


Education is not substitutable for specialized experience for this grade level.
