Duties:


Incumbent typical work assignments may include the following:


  • Developing and coordinating high-level and high-impact, cross-organizational and cross-DoD communication planning to align capabilities, messaging and actions to achieve desired outcomes in support of the National Defense Strategy
:

Engages with OATSD(PA), the Joint Staff, Combatant Commands, Services, and interagency and allied organizations to ensure communication efforts are appropriately aligned, de-conflicted, and amplified
:

Assists in assessing and analyzing information environment atmospherics to include intel, public sentiment, social media trends, allied messaging and adversary propaganda
:

Assists in evaluating public attitudes and responses regarding DoD activities and policy decisions based on an understanding of the information environment
:

Conducts audience analysis, establishes measurable communication objectives, determines audience trends and conditions, and builds and implements appropriate strategies
:

-
Assists in identifying and recommending innovative communication solutions for DoD senior leaders and policies, synchronizing DoD engagements with information environment atmospherics.

Requirements:


Conditions of Employment:


  • U.S. Citizenship is required
  • May be required to successfully complete a probationary/trial period
  • Must be determined suitable for federal employment
  • Required to participate in the direct deposit program
  • This position requires a TS/SCI (Special Sensitive) clearance
  • This position may require up to 20% occasional travel away from your normal duty station for official business on military or commercial aircraft.
  • This position requires you to work other than normal hours, which may include evenings, weekends, and/or holidays and/or overtime.

Qualifications:


For qualifications determinations, it is recommended that applicants include their months and hours worked per week for each employment listed on their resume. If a determination is not able to be made about the length of your creditable experience for qualification requirements, you will be removed from consideration.
You may qualify at the GS level, if you fulfill the following qualification requirement**:

Education:

Ph.
D. or equivalent doctoral degree _or _3 full years of progressively higher level graduate education leading to such a degree _or_
LL.M., if related

Combination of Experience and Education:

A combination of graduate education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.

Add the two percentages.

The first 2 years of graduate study are not qualifying for GS-11.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.-
Current or Former Political Appointees:


Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.

If you are currently or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you MUST disclose that to the Human Resources Office.

Submit a copy of your applicable SF-50, along with a statement that provides the following information regarding your most recent political appointment:


  • Position title;
  • Type of appointment (Schedule A, Schedule C, Noncareer SES, or Presidential Appointee);
  • Agency; and,
  • Beginning and ending dates of appointment.
