Classification Description Summary
Plan, direct, develop, supervise and coordinate the Emergency Medical Services (EMS) Program for the Fire Department; provide professional, technical, administrative and supervisory support for all EMS activities; develop and implement the EMS training and certification program; and oversee EMS related activities, treatment, medication and equipment maintenance; act as infection control officer; and perform the more technical and complex tasks relative to assigned area of responsibility. An incumbent in this classification exercises independent judgement and discretion; is responsible to provide direct supervision of assigned personnel; is responsible to develop goals and objectives and may be assigned other EMS Division level responsibilities.
SUPERVISION EXERCISED
Exercises direct supervision over supervisory, technicial and clerical staff.
Essential Functions
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Oversee and participate in the operation and coordination of Fire Department EMS Program including coordination with the City's medical director; and act as infection control officer.
Assist in the preparation, coordination and delivery of EMS certification training programs.
Manage the development and implementation of department EMS goals, objectives policies and priorities; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; establish schedules, recommend methods and appropriate service and staffing levels for providing effective emergency medical services.
Train, assign and review work of assigned staff, conduct performance evaluations; supervise and coordinate activities and work of assigned staff. Assess and monitor work load, administrative and support systems and internal reporting relationships; identify opportunities for improvements; direct and implement change.
Coordinate and provide field staff with access to medical supplies and equipment; keep records of exposures; and coordinate prophylactic immunizations for infectious diseases.
Supervise and monitor the performance and compliance of all emergency service providers and contractors and review related reports and documentation; document and follow-up on operational conflicts between private and public service delivery concerns.
Attend interagency associations, committees, professional organizations and other related meetings as required; and serve as liaison with State, County and other local agencies.
Develop and implement any new operations related to training and keep abreast of new technologies and methods; plan and coordinate EMS drills and practices.
Oversee EMS supply system; review and maintain advanced life support inventories.
Conduct a variety of organizational and EMS studies; identify and pursue grant opportunities to supplement ongoing programs; and recommend modifications to existing programs, policies and procedures.
Oversee and participate in the development and administration of annual budgets; forecast needed funding for staffing, equipment, materials and supplies. Prepare and maintain a variety of records, reports and correspondence in relation to the EMS Division.
Perform related duties and responsibilities as required.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:
Bachelor's degree from an accredited college or university in Management, Public Administration, Health Administration or a closely related field.
Experience:
Seven years of experience as a paramedics providing medical services in the pre-hospital care industry, for example: fire EMS, private or public ambulance/air ambulance service, with at least three years of professional administration and supervisory experience; or seven years as a Registered Nurse or higher certification with at least three years of professional administration and supervisory experience; or four years of increasingly responsible experience in policy development, personnel training and program management as a Suppression Captain with City of Reno Fire Department; or three years as a Chief Officer in a department delivering fire based Paramedic emergency medical service.
License or Certificate:
Possession of a valid driver's license.
