- Participate in required Train the Trainer programs/training some of which are during non- traditional business hours.
- Seek out and attending foster care family recruitment opportunities in the community, for example, parades, LGBTQ+ events, community events, and more that may or may not be during non-traditional hours.
- Scheduling and staffing the events; responsible for making sure all events are staffed appropriately.
- Assist management with maintaining an approved budget related to recruitment and retention.
- Perform research with Quality Assurance staff on various related topics, including target demographics, target locations, recruitment strategies both proven and innovative.
- Conduct initial phone screens for foster families and determine if they are eligible to move forward.
- Take intake phone calls from potential foster care families.
- Conduct pre-licensure home visits for potential foster care families.
- Run initial background checks for accepted foster care families.
- Make foster parents aware of recruitment and retention events and encourage them to volunteer.
- Plan the foster parent retention events including but not limited to annual holiday party, Back to School (Summer)Event, and Spring Fling.
- Network with individuals within the community by attending events, participating in committees, and sharing resources.
- Help with finding/obtaining donations.
- Conduct presentations to target audiences to spread awareness, generate referrals, and cultivate relationships.
- Act as a liaison between Children's Permanency Partnership agencies (work with Development Department) to include continuously updated information in the quarterly newsletters and social media and to create promotional materials and informational resources for internal and external purposes, including fliers, newsletters, website and social media content when needed.
- Must complete twenty (20) hours of continuing education/training per calendar year, three (3) of those hours must be Diversity, Equity, Inclusion, and Belonging focused.

- Bachelor's degree in a human-service related field preferred; up to two (2) years of Education may be substituted for up to two (2) years of Experience listed below.
- Must exhibit excellent verbal and written communication skills.
- Must be able to define problems and challenges, collect data, and draw valid conclusions.
- Must be knowledgeable about Internet Search Engines.
- Must be able to work after hours and on weekends
- Experience with child welfare and/or justice system is preferred.
- Experience with customer service/sales is preferred
- Have a valid driver's license, personal automobile, and valid automobile insurance
- Knowledge of agency vision, mission, and services.
- Have the knowledge and ability to network, recruit, evaluate, and develop a collaborative relationship with foster parents and community partners
- Ability to be flexible and adapt to changing needs and time pressures.
- Ability to exercise discretion and sound judgement.
- Ability to disseminate information clearly and concisely.
- Ability to communicate professionally with coworkers, customers, donors, and vendors.
- Ability to create and sustain positive working relationships with all levels of the agency; internal and external.

General Summary
The goal of the Licensing Recruiter is to implement strategies and events to recruit and engage with prospective foster/adoptive caregivers and provide ongoing support to providers and families navigating foster/adoptive and kinship care programs and work primarily in the areas that we provide foster care services: St. Louis City, St. Louis County, St. Charles County, Jefferson County & Washington County. The position will report to the Associate Licensing and Adoption Supervisor.

Working Conditions
While performing the duties of this job, the employee is regularly required to talk and hear.
