    Job Title: Eligibility Supervisor

    Department: Employment & Training Services Department (ETSD)

    Reports To: Eligibility Manager

    Supervises: Eligibility Technicians I/II

    FLSA Status: Exempt

    Pay Grade: E4

    Job Type: Regular, Full-Time

    General Functions:

    The Eligibility Supervisor oversees the following eligibility services, Tribal TANF, Bureau of Indian Affairs General Assistance (GA), Employment and Supportive Services, Heating Assistance, Emergency Short-term Assistance, and Childcare. The Eligibility Supervisor will be responsible for monitoring program eligibility, ensuring compliance with federal regulations and maintaining the quality of direct services provided to eligible participants.

    Duties and Responsibilities, including but not limited to:
    • Become proficient with PL , Childcare, Low Income Home Energy Assistance (LIHEAP), BIA GA and Tribal TANF regulations, policies, and procedures.
    • Become proficient with CITC Databases, State of Alaska EIS System, and other Interfaces.
    • Responsible for coordinating database and interface access for staff.
    • Provides training to eligibility technicians on database and interface navigation and program application processing.
    • In collaboration with Financial Assistance Trainers, identify trends, develop and implement ongoing refresher trainings on policies and procedures to improve processing strategies.
    • Serve as the primary liaison between CITC and Key Bank to address TANF participant account and debit cards issues or questions in a timely manner.
    • Assist with the development of policies, procedures and forms for continuous quality management purposes.
    • Assist in the development of innovative strategies to improve the quality of services which lead to programs meeting established goals and objectives.
    • Collaborate with Case Managers across CITC to assist in providing Integrated Case Management and wrap around participant services.
    • Conduct comprehensive quality assurance case file reviews of individual's cases to ensure compliance with established standards and protocols of service delivery.
    • Ensure incorrect case determinations and erroneous cash assistance authorization are addressed upon discovery.
    • Execute precise and punctual e-filing processes, meticulously collect data, conduct thorough data entry tasks and ensure staff accountability for recording data.
    • Address participant grievances and appeals related to eligibility staff or eligibility determinations in a timely manner.
    • Ensure the accuracy of childcare billings and disbursements, tracking funding and issuing accurate monthly, quarterly and annual reports timely. Assist with audits and compliance checks.
    • Allocate and manage caseloads effectively, ensuring equitable distribution and proficient oversight.
    • Engage in proactive communication with external service providers or agencies, advocating on behalf of participants who encounter challenges accessing services. Provide technical support to subcontractors as authorized by management.
    • Fully engage in staff meetings, training sessions, conferences, and other public gatherings.
    • Maintain confidentiality according to regulations, policies, and procedures.
    • Provide support in organizing and facilitating public hearings as required.
    • Perform all other related duties as needed and assigned.

    • Demonstrated knowledge of other eligibility-based programs such as General Assistance, Food Stamps, Adult Public Assistance, and Medicaid.
    • Demonstrated ability to work independently with minimal supervision as well as work in a team environment.
    • Demonstrated ability to monitor and re-direct service delivery that include, but are not limited to, providing participants with information, referrals, and eligibility determinations for financial assistance.
    • Excellent time management, prioritizing, and organization skills.
    Minimum Core Competencies: CITC Values, Respectful Leadership, Professionalism, Emotional Intelligence, Problem Solving/Critical Thinking, Communication Skills.

    Minimum Qualifications:
    • Bachelor of Arts or Sciences in Social Work, Psychology or Counseling; year-for-year directly related experience may be substituted for degree requirement.
    • Minimum two (2) years' of increasingly responsible management experience in a non-profit social service setting.
    • Minimum one (1) years' experience in personnel management.
    • Continued employment is contingent upon receipt of a satisfactory report from a state and federal background check.
    Preferred Qualifications:
    • Experience working with Alaska Native and American Indian families and an understanding of the social and cultural needs of the Native community.
    • Minimum one (1) years' experience in eligibility or management in Temporary Assistance to Needy Families program.
    NATIVE PREFERENCE STATEMENT: Pursuant to the Indian Self-Determination and Education Assistance Act of 1975 (PL and as further guided by CITC's Native Preference Policy 6.120, CITC maintains preference in all phases of employment for Alaska Native, American Indian (AN/AI) and Native Hawaiian people, including direct lineal descendants and foster or traditionally adopted children. Also included is the non-Native head of household members for Native families, which provides foster or traditionally adopted Native children.
