    PROGRAM& POSITION SUMMARY

    Catholic Charities St. Vincent's provides residential care and placement support to male unaccompanied minors ages 6-17 in San Rafael, CA following the guidelines set forth by the Office of Refugee Resettlement. This program provides a safe, nurturing, and supportive environment that serves the whole child through comprehensive medical and mental health care, nutrition, educational programming, counseling, legal assistance, case management, religious access, and age-appropriate acculturation and recreation.

    With an emphasis on strengths- and evidence-based, client-centered, and trauma-informed care, delivered by an experienced bilingual staff, we will provide a secure and enriching environment for all youth. An individualized service plan will move each child toward a successful safe and timely release and permanent home placement while building a robust support framework that will follow
    the child upon entering their new community setting.

    The Program Director of St. Vincent's collaborates and reports directly to The Associate Deputy Director of Youth & Family Support Services.

    ESSENTIALDUTIES& RESPONSIBILITIES

    • Service Area Management: Oversee and manage assigned program services; monitor census in programs and develop appropriate plans/strategies as needed to address qualitative needs of residents.
    • Leadership: Participate as a member of Catholic Charities Senior Leadership Team an organization- wide Management Team and a member of the PQI committee which requires the highest level of services in keeping with the mission, vision and values of Catholic Charities services
    • Operations: Monitor, direct and oversee operations for Treatment and clinical services provided at the St. Vincent's in compliance with Catholic Charities & ORR policies and procedures. Build internal and external collaborations which enhance program operations effectiveness and efficiency.
    • Fiscal Management: Shared responsibility for sound planning and budgeting practices, including developing, implementing, and monitoring all of St. Vincent's contracts, grants, and program budgets in coordination with the Finance and Contracts Departments.
    • Strategic Planning: Develops strategic plans, sets objectives based on goals, mission and values, gathers input and knowledge of others, adjust and monitor plans as needed. Manage a team in the design, project management and analysis of service evaluation data and clearly communicate key findings to a variety of stakeholders including program staff, County officials, funders, community practitioners and senior staff.
    • Development: Participate in the acquisition of new and renewals of foundation grants and government contracts as well as provide reporting on funds received including writing of proposals, reports, letters and other communications.
    • Revenue Management: Participate in the oversight of all division service area revenue sources to include: Contract renewals, acquisition of new contracts and all treatment services.
    • Advocacy: In concert with the organization's strategic plan and agency leadership, participate in advocacy efforts.

    QUALIFICATIONS

    Education & Experience:

    • Clinical License in Marriage and Family Therapy or Social work is required.
    • Master degree preferred or Bachelor degree in behavioral science degree.
    • 10 or more years' experience within the field of residential and community based mental health services for foster care and probation youth.
    • 10 years of experience supervising staff.
    • 5 years or more of Contract management.
    • Experience with analysis of data.
    • Experience in planning and managing large budgets.
    • Experience in accredited and licensed programming.


    Knowledge, Skills & Abilities:

    • Fluent in both English and Spanish (read, write and speak) is a plus.
    • Knowledge of budgeting and accounting practices.
    • Knowledge of Employment Law and Personnel Practices.
    • Strong analytical skills and attention to detail.
    • Solid knowledge of research methodology and techniques.
    • Outstanding written and verbal communication skills.
    • Ability to manage multiple projects concurrently
    • Strong interpersonal communication and supervisory skills
    • Ability to communicate with many stakeholders i.e. County officials, Community Care licensing
    • Excellent written and verbal communication skills.
    • Must be proficient in Microsoft Word, the Internet, and e-mail.
    • Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in cross-cultural situations.
