Chenega Enterprise Systems & Solutions, LLC, a Chenega Professional Services' company, is seeking an Acquisition Support Specialist III to assist the Food and Drug Administration's (FDA) Center for Biologics Evaluation and Research (CBER).

    The Acquisition Support Specialist III will be responsible for providing Acquisitions and Federal Assistance Support Services to FDA Centers for the coordination and management of selected initiatives.

    Responsibilities:

    • Collaborate with AMB to offer acquisition solutions to assigned Program Offices throughout the acquisition lifecycle, including expert advice on acquisition systems, processes, relevant laws, federal regulations, and policies.
    • Support contract management activities, acquisition package development, invoice problem resolution, and general administrative support as required.
    • Work closely with CBER's Project or Program Managers, Contracting Officer Representatives (CORs), Budget Officials, and Subject Matter Experts (SMEs) to develop project requirements and assist in creating, reviewing, revising, and finalizing acquisition documents for submission to OAGS.
    • Review, revise, and submit acquisition packages to AMB staff members for OAGS approval using the Acquisition Lifecycle Platform (ALP).
    • Assist with acquisition planning, provide expert advice on acquisition and FDA processes, and support liaison duties.
    • Collaborate with SMEs from various Program Offices to define requirement needs and prepare for the upcoming fiscal year execution.
    • Lead efforts to address package deficiencies and pre-award issues.
    • Provide management with clear and timely status updates as needed.
    • Identify and escalate any arising issues to AMB leadership.
    • Follow up with Program Offices to ensure timely submission of acquisition packages and collaborate with the Acquisition/Grant office for on-time award.
    • Support invoicing issues and undelivered orders (UDOs).
    • Conduct data collection and analysis effectively, utilize BPERS reporting solution, and update and maintain acquisition status in BPERS records.
    • Offer oral and written progress updates and final reports.

    Qualifications:

    • Bachelor's Degree in a related field of study.
    • Minimum of 10 years' experience in a directly relatable Federal Acquisition role.
    • Strong knowledge of federal acquisition methods and techniques.

    Knowledge, Skills and Abilities:

    • Excellent written and oral communication skills.
    • Proficiency in federal acquisition methods, regulations, laws, and policies, including FAR 5-8, 10-13, 15-17, 19, 43.
    • Understanding of FAR for Interagency Agreements (IAAs) and federal methods for Grants and Cooperative Agreements.
    • Proficiency in Microsoft Office software, with a focus on Word, Excel, PowerPoint, Outlook, and SharePoint.
    • Ability to handle multiple assignments with strict deadlines and coordinate efforts across various offices.
    • Desire to continuously learn about purchasing/contracting methods, perform pre-award and post-award procurement actions, and understand the FDA and HHS acquisition process.
