    This full-time, 12-months per year (Confidential-designated) position performs complex professional duties in developing and administering the District's preliminary and final budgets; performs financial, statistical and management analyses that support District financial and budgeting functions, programs and initiatives; provides sound professional recommendations and assistance in long-term financial planning and policy formulation; and performs related duties as assigned.
    PLEASE NOTE: This is a hybrid position with the ability to work from home and the office, based on the needs of the Department.

    The ideal candidate will share Cabrillo's commitment to educating its racially and socioeconomically diverse student population. Cabrillo College serves approximately 11,400 students per term, of which 51% are Latina/o/x, 5% Multi-Ethnic, 2% Asian, 1% Black Non-Hispanic, 1% Filipino, <1% American Indian/Alaskan Native, and <1% Pacific Islander as of Fall 2022.     Starting Salary Range:$6,675 to $7,728 per month; plus 5% annual increases up to 7, maximum initial salary step placement on the confidential salary schedule is step 4. Full-time (40 hours per week) assignment, 12 months per year.Monday through Friday, 8:00 a.m. - 5:00 p.m with evenings and weekends as requiredConfidential-designated employees are required to join the California Public Employees' Retirement System (CalPERS) and as such contribute 8% of their monthly salary to CalPERS on a pre-tax basis.

    Position scheduled to begin as soon as possible, and pending Governing Board ratification. Salary is subject to proration based on the beginning date of assignment. Cabrillo is unable to sponsor work visas.

    Work-Life Balance:

    This opportunity is a full-time assignment, 12 months per year. Confidential-designated employee benefits include:
    • 223-day work schedule, which equates to an average of 18 self-selected non-work days
    • 15 set holidays
    • 3 individual responsibility days off annually
    • 3 critical illness days off annually
    • 12 days of sick leave accrue annually, 7 of which can be used as Personal Necessity days

    Examples of Duties

    The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
    • Performs complex duties in developing and formulating the District's preliminary and final budgets for consideration by executive management and the Board of Trustees; forecasts salary increase costs for employees and positions and calculates amounts to be budgeted for employee salary and benefit plan costs; calculates salary savings for vacant positions; works closely with and advises executives, administrators and managers throughout the budget development process; analyzes requests for new funding for staff and equipment and prepares budget "wish lists" for consideration by the President and Cabinet; locks down current fiscal year budget and makes approved changes to general ledger accounts following budget approval by the Board of Trustees.
    • Enters final approved budget data in District accounting systems; monitors budget revenues and expenditures throughout the fiscal year; identifies and follows up on variances, taking or requesting action by others to correct any errors in posting to accounts or other discrepancies; approves and implements budget and expenditure transfers to resolve issues; performs a variety of financial analyses to provide information for management decision making; prepares special analyses and reports.
    • Conducts analyses of District organization restructuring proposals to identify and report on budgetary and financial impacts including impacts on sources of funding and changes in assignment percentages.
    • Participates in developing the Quarterly and Annual Comprehensive Annual Financial and Budget Report (CCFS-311) required by the State Chancellor's Office.
    • Calculates and reports on Teaching Units and Faculty Obligation Numbers used to determine the District's state funding for the following fiscal year.
    • Maintains and makes changes to the District's position control system database based on President's Cabinet and Board of Trustee actions to create, eliminate or modify budgeted work hours for positions; assigns PCN numbers to new positions; reviews all personnel requisitions to ensure positions are properly authorized and budgeted and adequate funding is available.
    • Performs confidential duties in calculating costs for "what if" salary and benefit change scenarios in connection with the District's labor negotiations process; prepares data for management use during labor negotiations.
    OTHER DUTIES
    • Maintains the District's Chart of Accounts; assigns object and activity codes and prepares journal entries to correct accounting entries made in error.
    • Participates in year-end close accounting activities, preparing and posting journal entries as required to reconcile general ledger accounts.
    • Demonstrates sensitivity to and understanding of diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation and ethnic backgrounds of community college students, faculty and staff.
    • Performs related duties as assigned.
    Minimum Qualifications

    Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
    • Understanding of, and sensitivity to, the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation, of community college students, faculty and staff AND
    • Graduation from an accredited four-year college or university with a major in finance, accounting, or public or business administration AND at least three (3) years of progressively responsible experience in performing complex budgetary, financial and statistical analyses, preferably in a community college or other governmental agency OR
    • Equivalent combination of training and experience
    PLEASE NOTE: Experience providing familiarity with an Enterprise Resource Planning (ERP) system is preferred.

    KNOWLEDGE, SKILLS AND ABILITIES

    Knowledge of:
    • Theory, principles and practices of budget development and administration.
    • Principles and practices of public administration including purchasing, contracting and maintaining public records.
    • Applicable state and federal law, regulations and policies governing budgeting with particular reference to community college districts.
    • District policies, procedures and practices governing budgeting, financial reporting, time reporting, payroll processing and related financial transactions.
    • General accounting principles, methods and practices including audit practices and procedures.
    • Use and operation of applicable modules of the District's enterprise accounting and finance systems.
    • State and federal laws and regulations applicable to the application for and administration of grants and categorically funded programs for a variety of programs and functions.
    • Sources of information relating to requirements for administration of grant and categorical programs such as the federal Uniform Grant Guidance regulations.
    • Computer tools and software, including Microsoft Excel at an advanced level and other software applicable for statistical analysis, modeling, data management and manipulation.
    • Customer service practices and etiquette.
    • Principles and practices of sound business communication including English usage, spelling, grammar and punctuation.
    Skills and Abilities to:
    • Analyze complex program, budget, compliance, administrative, operational, organization and policy issues/problems, evaluate alternatives and reach sound conclusions to achieve strategies and goals consistent with District, state and federal policies and procedures.
    • Read, understand, interpret and apply state and federal requirements and guidelines for the administration of grant- and categorically-funded programs, particularly with regard to the allowability of expenditures and other compliance requirements.
    • Make highly detailed comparisons, calculations and tabulations of financial data and review accounting and related documents accurately and with high attention to detail.
    • Work collaboratively with senior management, administrators, managers, faculty and staff to communicate clearly about and find solutions to technical budget, compliance and accounting issues.
    • Represent the District effectively in interactions with state and federal agency representatives, other colleges and community partners.
    • Set priorities and exercise sound judgment within areas of responsibility.
    • Communicate effectively, both orally and in writing.
    • Understand and follow written and oral instructions.
    • Operate a computer and use standard business software.
    • Establish and maintain effective working relationships.
    • Uphold the District's mission, values and objectives including equity and Guided Pathways.
    • Support an inclusive work environment that fosters diversity, respect and engagement.
