The Department of Economic Security is seeking a experienced and highly motivated individuals to join our team as a Senior Procurement Specialist with the Division of Financial Operations, Office of Procurement. The Senior Procurement Specialist is engaged in complex work, exercising considerable independence and discretionary judgment to establish effective, efficient, economical, and legal contract management and acquisitions for DES. The Senior Procurement Specialist serves as a procurement project management lead for assigned procurement projects and exercises limited procurement authority as delegated.
This position may be available for remote work within Arizona (1 day per week in the office/hoteling or based on business need).
The State of Arizona strives for a work culture that affords employees flexibility, autonomy, and trust. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.
Essential Duties and Responsibilities include but are not limited to:
• Ensures appropriate sourcing methods for acquisition of products and services utilizing the Arizona Procurement Code.
• Reviews competition impracticable, sole source, not practical to quote, and emergency procurement requests for compliance.
• Initiates and issues purchase orders, task orders, change orders, and contract amendments.
• Negotiates financial, programmatic and delivery requirements to include market research and analysis and internet research.
• Relays unresolved procurement customer and vendor disputes, and customer complaints to the Department's procurement management.
• Initiates and drafts internal and external reports, memoranda, and correspondence.
• Ensures conformance with Federal and state laws, rules, regulations and requirements.
Knowledge in:
• The importance of professional ethics and confidentiality in the fulfillment of procurement services.
• Arizona Procurement Code rules and regulations and DES/State contract management and acquisition process.
• Public contracts management and acquisition process, and highly complex and technical commodities and services within scope of responsibility.
• Marketing practices and principles and partnering concepts.
• State government organization and reporting structure, including DES organizational structure.
Skills in:
• Project management, negotiation strategies and techniques of dispute mediation, facilitation and partnering.
• Research and analysis.
• Verbal and written communication.
• Dispute and mediation, planning, coordinating, and prioritizing work assignments.
• Effective time management and providing high quality customer service.
Ability to:
• Provide sound recommendations, resolve problems, and apply critical judgment.
• Interpret and apply agency and program rules and operating procedures.
• Establish and maintain effective working relationships with colleagues at all levels.
• Develop reports policies, and procedures.
The ideal candidate for this position will have:
• Minimum two-year experience equivalent to a Procurement Specialist.
• A bachelor's degree in supply chain, business, procurement, finance or related field from an accredited college or university.
• Professional certification, such as CPPO, CPPB, or CPM from a professional procurement organization.
• If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: . Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) ).
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement: State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
