    POSITION PURPOSE


    The Human Resources Administrator for the Division of Hematology and Oncology (Hem Onc) provides oversight for the staff Human Resources program in the division.

    The Division of Hem Onc is a large, complex Division in the Department of Medicine with 400 faculty, 30 fellows and over 250 professional, classified and hourly employees spread across 11 campuses:

    UW, SCCA, SCCA Community (Northwest and Evergreen), Harborview Medical Center, UW South Lake Union, Bloodworks Northwest, and Washington Institute of Coagulation.

    This position fulfills a critical leadership & strategic role in the central management of the Division of Hem Onc.

    This position has substantial responsibility for exercising discretion and independent judgment in effecting and executing staff personnel functions, such as employment, compensation, leave, and corrective action.

    The role involves the ability to orchestrate high volumes of operational activities, understand the complexity and diversity of key knowledge areas, and apply expert judgement and decision making.

    The position oversees all aspects of staff HR operations in a large and complex division.

    This position reports to the Hem Onc Division Associate Administrator.

    The Division has as its primary mission:

    to improve classical hematology and cancer care by moving discoveries made in the laboratory to a clinical setting and finding new and innovative ways to use existing therapies.

    Our vision is to be national leaders in hematologic and oncology translational medicine.


    The Division of Hem Onc is primarily located on the Fred Hutchinson Cancer Center campus, but also has faculty located at 11 sites in the Puget Sound region, including University of Washington (UW) Medical Center, Harborview Medical Center, The Fred Hutch, FHCC at Evergreen Health, FHCC at Northwest Hospital, FHCC at Issaquah, FHCC at the Peninsula, the VA Puget Sound Health Care System, South Lake Union, Bloodworks NW, and Washington Institute of Coagulation (WIC).

    This position interacts closely with multiple process partners, including FHCC, UW, Bloodworks, and WIC clinical and administrative departments.


    The Division of Hem Onc has an annual operating budget of $22 million, is made up of 11 oncology disease programs, XX labs, and has 400 faculty, 30 fellows, and over 250 research and administrative staff spread over 7 campuses.

    These faculty and staff conduct basic, translational, and clinical research. Clinical research is the primary research modality for the majority of Division faculty.

    At any given time, the Division has over 150 open studies with over 2,300 enrollees, which generates critical research funding and discovery mechanisms as well as bringing much-needed investigational treatments to hematologic and oncology patients with few or no other options.


    DUTIES AND RESPONSIBILITIES
    60% -Staff Human Resource Administration


    Serve as primary Division HR liaison and work closely with the UW HR employment team (employment specialist and human resources consultant) and DOM HR Director and team on a full spectrum HR issues.

    Maintain professional relationships with the functional areas of the Campus HR Operations unit, and other staff in units such as the University Attorney General's Office, the Disability Services Office, and University Complaint Resolution Investigation Office (CRIO)

    Coach and guide managers and supervisors on organizational matters, performance and corrective issues, and equitable practices. Provide guidance on multiple fronts about how best to present difficult information to employees.


    Advise and consult with payroll specialist and HR specialist and coordinator in matters in the areas of new staff appointments, reclassifications, leave management, performance management, recruitment and retention, conflict resolution, and organizational structure.

    Advise Associate Administrators, Administrator, directors, and managers on hiring policies. Ensure appropriateness of job descriptions, evaluate for appropriate job classification, and review compensation levels.


    Collaborate with hiring managers to understand objectives, assess hiring needs, create recruitment strategies, and manage searches through the recruitment life cycle.

    Make recommendations to Division leadership for improvement of department human resource policies, procedures, and practices

    Work closely with Cancer Consortium partners to facilitate accommodations


    Works wiith payroll specialist with Workday leave time management reporting for FMLA tracking, record keeping, required communications for staff taking extended FMLA leave.

    Counsel staff on how best to utilize their paid leave and leave without pay during extended FMLA leaves, such as maternity leave.

    Research and review salary levels and compare for equity within the Division, Department, School of Medicine and University overall.


    Under the guidance and mentorship of the Associate Administrator of Human Resources and Operations, the HR Manager is the point of contact for HR grievances and employee conflicts.

    Meet with managers and employees regarding highly charged situations, and guide them through the resolution processes.

    Act as mediator in employee disputes that do no require escalation, and judge whether or not any given situation does require escalation.


    Through consultation and guidance from Associate Administrator of Human Resources and Operations provide situation assessments, policy interpretations and recommendations to management for complaint or conflict resolution and corrective actions.

    Lead employee relations matters, and making sure Division meets compliance with the university's guidelines.

    Mentor and advise Division HR Specialist, and coach that position through career growth and pathways.


    25%- Staff HR Operations:


    Oversee and manage operational needs as it relates to Division staff that arise throughout the Division ranging from supply inventory to security and fire safety measures.


    Partner with hiring managers to understand objectives, assess hiring needs, create recruitment strategies, and manage searches through the recruitment life cycle.

    Provide guidance to all Division managers to explore career development/mentoring opportunities for staff.


    Advise and work with Division managers on establishing, documenting, and maintaining written office procedures regarding all aspects of operations in coordination with department-wide policies and procedures.


    Participate in Division leadership meetings and in the implementation of the department's goals, making recommendations on strategic HR business needs.

    Ensure compliance for all employees in regards with HIPAA, privacy forms, and other compliance.


    Participate regularly in professional activities to keep abreast of changes and new developments in Human Resources College and University Professional Associations (CUPA- HR) and Society for Human Resource Management (SHRM).

    15%- DEI, Special Projects and Other Duties as Assigned:

    Integrate DEI best practices into hiring, salary review, raises, promotions, and other HR processes.


    Plan and manage regular training and professional development opportunities for HEMONC employees in collaboration with HEMONC Leadership Teams and DEI Strategy team.

    Assist with Diversity, Equity, and Inclusion Employee Engagement Collective focused on employee recruitment and retention strategies.


    Collaborate with the Collective and with the Leadership Team to identify ways to recognize significant staff contributions, coordinate service award submissions and employee recognition events.

    Oversee annual reviews and make recommendations to Division leadership for improvement of department human resource policies, procedures, and practice

    Other special projects and duties as needed


    Lead responsibilities:
    Lead Oncology Staff HR processes, and initiatives as described above.


    Supervisory responsibilities:
    This position will supervise 1 FTE.


    MINIMUM REQUIREMENTS


    Bachelor's Degree in Human Resources, Business, organizational development or related discipline; and 3 or more years of human resources experience.

    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.


    ADDITIONAL REQUIREMENTS
    Experience working with a large, structured personnel system.

    Demonstrated ability to work independently, problem solve, and work effectively with all levels of an organization.

    Proven ability to work effectively in a deadline driven environment.

    Excellent verbal and written skills.

    Knowledge of and facility with Word, Excel, and Power point.

    CONDITIONS OF EMPLOYMENT
    Office environment, sitting and computer use for long periods of each day.

    This position is located at Fred Hutchinson Cancer Center, in the administrative offices of the Division of Hematology and Oncology.

    This position requires coordination across multiple sites, which increases the complexity of communication with faculty.
