Job Summary:


The Division of Child Care (DCC) is responsible for the development, oversight, and implementation of the Child Care and Development Fund State Plan, and additional federal child care relief investments which require states to ensure equitable access to high quality child care, focused on child development and well-being.

DCC is seeking an experienced and highly motivated individual to join our team as a Program Development Manager (Contracts Management Supervisor 2).

This position is responsible for leadership and managerial work of considerable complexity in planning, organizing, assigning, directing, coordinating, and evaluating effectiveness for over 20 child care contracted services to include statewide contracts.


This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
Essential Duties and Responsibilities include but are not limited to:

  • Supervise a team of staff responsible for the oversight of contracts development, administration, implementation and monitoring.
  • Provide regular updates to DCC Leadership on programs and contracted services.
  • Develop and maintain relationships with both State and DES Procurement Offices.
  • Travel to child care facilities, homeless shelters, and public schools as needed.
  • Attend meetings, conferences, or events within the State of Arizona and occasional out of state travel as needed.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Federal and state Early Childhood and Child Care law, regulations, code.
  • Methods of policy identification, analysis, resolution and implementation.
  • Management and Leadership principles and approaches

Skilled in:

  • Strong leadership skills including, team building and negotiation skills for accountability and establishment of performance standards.
  • Planning, directing, and contract monitoring group processes.

Ability to:

  • Plan, supervise, evaluate and direct the activities of professional staff, establish and maintain effective working relationships with diverse individuals and groups.
  • Resolve complex planning, program, and audit related items.
  • Design, implement, evaluate projects for program effectiveness and enhancement.
  • Promote continuous improvement and staff development in DCC.

Selective Preference(s):

  • Bachelors or graduate degree in social or human services, public policy, public administration, education, including early education, or closely related field.
  • Two years of management experience. Knowledge of policies and trends, social issues, federal and state laws and regulations pertaining to the Division of Child Care programs.
