Job Summary:
The Arizona State Land Department (ASLD) manages over 10,000 leases, permits, rights of way, sales and other contracts relating to the management use and disposition of 9.2 million acres of State Trust lands.
Job Duties:
Summary of duties:
- Performs analysis on the Department's financial information. This will involve developing reports based on specified criteria as needed/required.
- Audits monthly financial reports. The Department relies on reports generated against a database. These reports need to be verified for accuracy.
- Monitors internal controls and recommend and implement improvements. Review billing, accounts payable, credit card, travel reimbursement, and other Department functions.
- Oversees and facilitate the finances of any grants the Department receives.
- Reviews financial agreements for accuracy. This would involve checking agreements against statute as well as funding restrictions.
- Applies the principles, theories, and concepts of the Arizona Management System; actively participating in daily group huddles and huddle board updates; continually identifying areas for process and quality improvement; adhering to established standard work and procedures.
- Performs other related functions as necessary for the work unit.
- Reconciling Department funds and accounts each month, identifying and correcting inconsistencies or errors
- Analyzing revenues and expenditures each month
- Preparing data used in the compilation of a Comprehensive Annual Financial Report, agency financial statement(s), and annual report
- Overseeing and facilitating the finances of any grants the Department receives, including requesting reimbursements, updating eCivis, and any associated reporting
- Monitoring internal controls and recommending and implementing improvements
- Establishing and maintaining effective fiscal management by analyzing, interpreting and evaluating accounting and reporting systems, procedures, policies and methods providing management with accurate input as to needed improvements
- Creating or approving general ledger adjustments, transfers, and other documents in the Arizona State Accounting System (AZ360)
- Supporting the Department's payroll process
- Detailed analysis and interpretation of records of financial activities
- Proper allocation of costs to appropriate federal, state or other funding sources
- Fiscal year end closing package for annual submission to General Accounting Office
- Recommendations and implementation of solutions to identified financial and control problems
- Comprehensive analysis and evaluation of data to be used for budget purposes
- Draft responses to audit points or findings
- Records of various funding sources
- Complex federal reports or other nonstandard reports for management review
- Financial statements or schedules
- Written reports and/or executive summaries on financial activities
Knowledge, Skills & Abilities (KSAs):
Knowledge:
The employee in this position must have an understanding and working knowledge of real estate transactions; Department of Administration forms and procedures; complex mathematical calculations; computer programs; Land Department business system, financial and accounting structure, statutes, procedures and programs; Generally Accepted Accounting Principles (GMP); time value of money and mortgage amortization calculations; and land records research methodologies.
Skills:
The employee in this position must have the following skills: analytical, organizational, task organization and accomplishment, techniques required to maintain accounting records through automated accounting systems, computer, mathematical, written and oral communication, and interpersonal.
Abilities:
Ability to impart knowledge to others. Ability to communicate effectively in oral and written communications, especially for financial information and process mapping.
Selective Preference(s):
A Bachelor's degree in a relevant field (or relevant professional experience) and three (3) years of governmental experience (Accounting, Finance, and/or Budget).
