    SUMMARY

    Across California, state and local health departments, health clinics, and community-based organizations are implementing COVID-19 guidelines for testing, contact tracing, vaccinations, and other essential public health services during the pandemic. To ensure the prioritization of eligible and underserved populations for COVID-19 services, Heluna Health (HH) is partnering with the California Department of Public Health's (CDPH's) Office of Health Equity (OHE) to staff a Health Equity Program Specialist to assist with equitable COVID-19 response and recovery strategies specifically in California's special populations, such as tribal, Black, rural, unhoused, and disabled communities.

    Under the general direction of the COVID-19 Community Inclusion and Partnerships Manager within the COVID Equity Response and Recovery Section, Advancing Community Equity Branch in the Office of Health Equity, the Health Equity Program Specialist will work on politically sensitive and complex projects, leading the OHE's efforts to assure that the COVID-19 pandemic response and recovery addresses health equity and improves equitable health outcomes for historically underserved or marginalized communities. The Health Equity Program Specialist will serve broadly as a subject matter expert and technical program consultant regularly leading activities related to planning, implementing, and monitoring projects that will increase community participation and build capacity of community-based organizations to support CDPH's strategic health equity priorities. The incumbent will build authentic and meaningful relationships with community stakeholders and providers throughout California by using innovative engagement strategies that leverage the lived experience of communities that have been disproportionately impacted by COVID-19.

    The ideal candidate will possess knowledge and experience engaging with diverse communities, stakeholders, and providers. Organizational skills and flexibility to the changing needs and demands of the program are required.

    This is a grant-funded, full-time, benefitted position through June 2025.

    The salary range for this position is $77,952/year to $97,572/year.

    This is currently a remote position with the possibility of occasional in-person work at the California Department of Public Health (CDPH) Richmond or Sacramento office. This position may be required to travel up to 10%.

    ESSENTIAL FUNCTIONS
    • Provides subject matter expertise and support to address special population needs during the COVID-19 response and recovery and to achieve broader equity goals within CDPH.
    • Supports bi-directional communication between state and local health jurisdictions and community partners with a specific focus on special populations experiencing inequities.
    • Identifies opportunities to document and share best and promising practices for COVID-19 health equity with community stakeholders, providers, and other partners. Facilitates meetings among partners.
    • Monitors implementation of grant activities to promote COVID-19 vaccine, testing, treatment or other health equity topics among communities.
    • Develops and maintains procedures and tools to assure compliance with grant deliverables and federal grant requirements. Contributes to reports related to program performance.
    • Conducts outreach with diverse communities and relevant partners to understand needs and proposed solutions for an equitable COVID-19 response and recovery.
    • Communicates needs and solutions elicited from communities to CDPH, the California Health & Human Services Agency, State Task Forces, and other State agencies tasked with COVID-19 response and recovery responsibilities.
    • Works with communities and other partners to develop and disseminate communication materials on COVID-19 vaccines and health equity in the pandemic response and recovery.
    • Independently authors and presents technical and sensitive policy guidance documents, management memos, and materials.
    • Accepts responsibility for other duties, as assigned.
    JOB QUALIFICATIONS
    • Experience building and maintaining strong relationships with community partners to address the social determinants of health and/or increase health equity.
    • Experience planning and facilitating multidisciplinary meetings with both colleagues and community stakeholders, including community members from underserved or marginalized communities who may have little to no experience serving in an advisory capacity.
    • Knowledge of and sensitivity to the ecosystem of local health jurisdictions, service providers, and community-based organizations serving California's diverse communities.
    • Demonstrated experience in program planning, implementation, communicating recommendations to leadership, and coordination skills.
    • Strong project management skills and experience.
    • Strong computer skills including Microsoft Word, Excel, PowerPoint, Zoom and/or similar programs. (Familiarity with SharePoint and Teams helpful, but not required.)
    • Solid organizational and customer service skills to effectively manage multiple priorities and assignments with competing deadlines.
    • Excellent English written and oral communication skills.
    • Solid interpersonal communication skills to include verbal and written, active listening, critical thinking, conflict resolution, persuasiveness, advising and counseling skills.
    • Ability to cultivate positive working relationships with key partners within CDPH, state and local governments, community-based organizations, and Tribes.
    • Commitment to developing and maintaining an up-to-date and extensive knowledge base related to public health and health equity.
    • Knowledge and experience of the broader equity landscape including state and community resources, equity tools, and other resources to address underserved communities.
    • Passion and commitment to increasing health equity, social justice, and inclusiveness with cultural sensitivity and humility.
    Education/Experience
    • Four years of experience in a public health program, or related work, required.
    • Bachelor's degree with a major in a related field, required.
    • A Master's degree in a related field is preferred, but not required.

    WORK ENVIRONMENT

    This is currently a remote position with the possibility of occasional in-person work at the California Department of Public Health (CDPH) Richmond or Sacramento office. This position may be required to travel up to 10% for in-person meetings.

    Must have functioning internet access in remote location.
