- 3-5 years' experience in a rehabilitation, non-profit facility, or comparable setting in the area(s) of custodial operations.
- Proficiency with Microsoft Office suite and general computer operation is required.
- Working knowledge of custodial operations and up-to-date general cleaning practices and procedures is required.
- Strong working knowledge of disability management and awareness.
- Knowledge of the Ability One federal law.
- Additional Preferred Qualifications: Experience with Orange QC and managing contracted custodial operations.
- Professional Certification of or equivalent certification preferred in N/A (enter N/A if not applicable to this position).
- Must be authorized for coverage under agency insurance if operating agency vehicle, have a good driving record, valid driver's license, and/or required level of personal auto insurance.

JOB RESPONSIBILITIES SUMMARY:
Supervises assigned custodial staff for the MDA and FMS facilities sites on U.S. Army Base Fort Bliss, TX and ensures work performed meets or exceeds the requirements of the contract performance work statement. Ensures employees maintain requirements for behavior, production, and quality of work performed. Complies with company budgets for manpower, equipment, and supplies through continuous monitoring of programs for proper application. Participates in and supports the company's quality and safety program goals. Provides momentum for quality improvement through job innovations and by refining and amending processes and procedures.
ESSENTIAL FUNCTIONS:
• Provide support to Foreign Military Training
• Employ a zone labor force of adequate size and capability to accomplish all work as scheduled, including immediate replacement of personnel on vacation, absent, or leaving employment for cause or on their own accord.
• Orient new employees, including explaining their duties, taking them on a familiarization tour, and assigning them worksheets for reference.
• Indoctrinate employees in procedures for reporting and responding to fires, hazardous conditions, and items requiring immediate repair.
• Ensure personnel are trained to perform work per safe and up-to-date cleaning procedures and methods.
• Make work assignments for employees and follow up to ensure work is being performed properly.
• Perform workload balancing monthly to ensure that work being performed is assigned by PWS and all scheduled tasks and frequencies are adhered to.
• Produce and maintain company attendance records on assigned personnel and review results with the project management monthly.
• Complete documents used to manage payroll records weekly, and submit to the Project Manager for proper handling, and forwarding to the payroll section.
• Maintain a company journal consisting of transcribed significant events, and action taken occurring within assigned area of responsibility.
• Arrange for access to buildings and areas for which janitorial work must be performed outside normal duty working hours.
• Assure that employees lock restricted areas after cleaning and return keys to the office for safekeeping.
• Schedule periodic floor work with floor crew and building custodians to ensure compliance with the performance work statement (PWS), and that mandated quotas are being achieved.
• Periodically inspect areas to ensure proper quality cleaning and that needed supplies are properly labeled and neatly stocked.
• Maintain discipline in conjunction with improper conduct, when necessary, through the use of the following: Informal counseling, verbal warnings, and written warnings. All suspensions and terminations will be handled by a joint operation involving Supervisors, the Operations Manager, the Project Manager, and the Vice President of Phoenix Service.
• Write performance appraisals, and brief employees supervised per company directives.
• Report all operational problems beyond your capability to remedy to the project management.
• Make the first response to customer complaints and document actions to include follow-up to ensure problems have been taken care of to the customer's satisfaction.
• Participate as a safety observation supervisor and complete documents as required by "STOP."
•Report all employee on-the-job accidents to the project management promptly and complete the incident report and first report of injury forms so that the proper notification can be made to the Director, Human Resources, and Director of Safety.
• Ensure safe transportation is arranged or provided for those employees who may need to visit the Workman's Compensation doctor.
• Prevent abuse of equipment and facilities in cleaning operations by instructing employees in and promoting adherence to company rules and regulations.
• Periodically inspect assigned equipment, and report broken, unsafe, or faulty equipment to the equipment mechanic.
•Ensure proper safety, cleaning, and inspection of assigned vehicles, and that inspections are properly documented weekly.
•Ensure cleaning discrepancies recorded by quality control personnel are cleared promptly.
•Complete inventory of assigned equipment annually, or as directed by the Project Manager.
•Perform duties associated with customer satisfaction surveys for assigned area of responsibility in accordance with the company quality control plan.
• Schedule zones leave requests to ascertain appropriate manpower to accomplish required work.
• Act as initial approval authority for assigned employee requests for leave.
• Schedule, prepare an agenda, and conduct customer meetings.
• Coordinate with assigned employees to ensure they complete paperwork and/or attend meetings according to company requirements.
