    JOB TITLE: Assistant Manager – Janitorial (MDA, Fort Bliss, Texas)

    Bargaining Unit Status: Non-Bargaining Unit

    FULL-TIME ☒, OR PART-TIME ☐ (hours per week: 40) Work Schedule: 6:00 AM-5:00 PM M-F

    EDUCATIONAL QUALIFICATIONS:
    High school diploma or GED (a combination of equivalent education and work experience may be considered)

    EXPERIENCE QUALIFICATIONS:
    • Prior experience of up-to-date general cleaning practices and procedures is required.
    • Minimum of 1 year experience in management of janitorial employees, 3 or more years preferred.
    • Experience in supervising personnel with disabilities who work under a collective bargaining agreement is desired.
    OTHER QUALIFICATIONS:
    • Must have background knowledge in completing and maintaining company records used for payroll, supply requisitions, vehicle inspections, equipment inventory, disciplinary documents, training records, files systems, etc.
    • Knowledge of the contract statement of work is required.
    • Experience in producing work schedules based on workload is required.
    • Must be authorized for coverage under agency insurance if operating agency vehicle, have good driving record, valid driver's license in state/territory of contract operation, and/or required level of personal auto insurance.
    • Must be able to satisfactorily complete a background check, per company requirements.
    • Must be able to obtain DOD security clearance at the Secret level.
    • Ability to communicate with tact and maintain confidentiality.
    • Adequate ability in communicating in spoken conversation – adequate volume speech.
    • Adequate ability in writing/reading/mathematics.
    • Ability to effectively build and maintain positive working relationships with management and peers.
    • Strong organizational, project planning, and management experience with proven analytical and multi-tasking skills.
    • Superior listening, verbal, and written communication skills.
    • Proficiency in general reporting and basic case file management.
    • Must be able to operate a computer.
    • Must be knowledgeable in Microsoft Word, Excel, and PowerPoint.
    IMMEDIATE SUPERVISOR:
    Site Manager

    POSITIONS SUPERVISED (or Team Lead responsibilities, if applicable):
    Assists in assigning Janitorial Custodians, Crew Leaders/Lead Workers, and Floor Technicians

    OB RESPONSIBILITIES SUMMARY:
    Assists supervisor-assigned crew leaders, lead workers, janitorial custodians, and floor technicians and ensure work performed meets or exceeds the contract statement of work requirements. Assists Supervisor with ensuring employees maintain requirements for behavior, production, and quality of work performed. Complies with company budgets for manpower, equipment, and supplies through continuous monitoring of programs for proper application. Participates in and supports the company's quality and safety program goals. Provides momentum for quality improvement through job innovations and refining and amending processes and procedures.

    ESSENTIAL FUNCTIONS:
    • Provide support to Foreign Military Training
    • Assist supervisor in employing a zone labor force of adequate size and capability to accomplish all work as scheduled, including immediate replacement of personnel on vacation, absent, or leaving employment for cause or on their own accord.
    • Assist supervisor in interviewing and selecting prospective candidates for possible employment.
    • Assist supervisor in orienting new employees, including explaining their duties, taking them on a familiarization tour, and assigning them worksheets for reference.
    • Assist supervisor in indoctrinating employees in procedures for reporting and responding to fires, hazardous conditions, and items requiring immediate repair.
    • Assist the supervisor in ensuring that personnel are trained to perform work in accordance with safe and up-to-date cleaning procedures and methods.
    • Assist supervisor in making work assignments for employees and follow up to ensure work is being performed properly and within the area's budgeted time.
    • Assist supervisor in performing zone workload balancing monthly to ensure that work being performed is assigned in accordance with the expected production rate and that work assignments are as equally distributed as possible among assigned employees.
    • Assist the supervisor in producing and maintaining company attendance records on assigned personnel and review the results with project management monthly.
    • Assist supervisor in completing documents used to manage payroll records on a weekly basis, submit to the Office Manager for proper handling, and forward to the payroll section.
    • Assist supervisor in maintaining a company journal consisting of transcribed significant events and actions taken within assigned area of responsibility.
    • Assist supervisor in arranging access to buildings and areas where janitorial work must be performed outside normal working hours.
    • Assist the supervisor in ensuring that employees lock restricted areas after cleaning and return keys to the office for safekeeping.
    • Assist supervisor in scheduling periodic floor work with floor crew and building custodians to ensure compliance with the performance work statement (PWS) and that mandated quotas are being achieved.
    • Assist the supervisor in periodically inspecting areas to ensure proper quality cleaning is being accomplished and that needed supplies are properly labeled and neatly stocked.
    • Assist supervisors in maintaining discipline in conjunction with improper conduct, when necessary, through Informal counseling and verbal and written warnings. All suspensions and terminations will be handled by a joint operation involving Supervisors, the Assistant Project Manager, the Project Manager, and the Vice President of Phoenix Service.
    • Assist supervisor in writing performance appraisals and brief employees supervised in accordance with company directives.
    • Assist the supervisor in reporting all operational problems beyond your capability to remedy to the project management.
    • Assist supervisor in responding to customer complaints and documenting actions including follow-up to ensure problems have been resolved to the customer's satisfaction.
    • Assist supervisor by participating as a safety observation supervisor and complete documents as required by "STOP".
    • Assist the supervisor in promptly reporting all employee on-the-job accidents to the administrative office and project management. Complete the incident report and first report of injury forms so that the proper notification can be made to the Director of Human Resources.
    • Assist the supervisor in arranging or providing safe transportation for employees needing to visit the Workman's Compensation doctor.
    • Instruct employees and promote adherence to company rules and regulations to assist supervisors in preventing the abuse of equipment and facilities in cleaning operations.
    • Assist the supervisor in periodically inspecting assigned equipment and reporting broken, unsafe, or faulty equipment to the equipment mechanic.
    • Assist the supervisor in ensuring proper safety, cleaning, and inspection of assigned vehicles and that inspections are properly documented weekly.
    • Assist supervisor to ensure cleaning discrepancies recorded by quality control personnel are cleared on time.
    • Assist the supervisor in completing an inventory of assigned equipment annually or as directed by the Assistant Project Manager or Project Manager.
    • Assist the supervisor in performing duties associated with customer satisfaction surveys for the assigned area of responsibility in accordance with the company quality control plan.
    • Assist supervisor in scheduling zone leave requests to ascertain appropriate manpower to accomplish required work.
    • Assist supervisor to act as initial approval authority for assigned employee requests for leave.
    • Assist supervisor in scheduling, preparing an agenda, and conducting monthly zone meetings to disseminate pertinent company information to assigned employees.
    • Assist supervisor in coordinating with assigned employees to ensure they complete paperwork and/or attend meetings according to company requirements.
