    We are seeking a Director of Talent Development with a proven track record of fostering an inclusive environment and partnering across organizations. This individual will play a pivotal role in shaping the future of HR at RAND and will be integral to our mission of attracting and developing world-class talent.

    Position Description

    The Director of Talent Development, reporting to the Vice President of Human Resources, will drive the engagement strategy and redefine our learning & development program. The Director will be responsible for developing and implementing strategic initiatives that enhance employee engagement, build a strong learning culture, and contribute to the organization's overall success. They are responsible for developing, implementing, and innovating processes for learning & development, training, and other HR programs, with a strong focus on strategic alignment and future needs. An ideal candidate would have an analytical approach to talent development, providing data-driven insights and recommendations that propel the organization's strategic direction.

    This role works cross-functionally within the HR department and throughout the organization, engaging with employees at all levels. We are looking for someone with experience in growth environments who can anticipate needs, proactively develop solutions, and consistently move beyond reactive measures.

    Key Responsibilities

    • Design, manage, and implement sophisticated learning and development programs and initiatives that support consistently applied skills and competencies across all levels of staff and leaders that enhance employee performance, retention, and talent development.
    • Foster a collaborative environment within the HR department and establish strategic partnerships with key leaders and people managers across RAND to support building initiatives, including individual and team development plans that define success.
    • Act as an internal consultant to the business, working with leaders, HR, and other key stakeholders to understand how our development and learning support our needs, the RAND mission, and implement suitable learning pathways and plans at a group, team, and individual level.
    • Provide ongoing support and guidance to managers to promote a culture of learning and nurture a talent mindset across all levels of the organization.
    • Lead and develop innovative and engaging learning and development practices, identifying and implementing cutting-edge learning technologies and methodologies, in line with RAND values and ensure they support our DEI strategy.
    • Craft and build an end-to-end leadership development strategy for emerging, new, experienced, and executive leaders.
    • Develop and lead large-scale learning and leadership development projects, serving as a program manager, a strategic partner, and as a facilitator, when needed.
    • Collaborate and coordinate with internal HRIS team and analysts to ensure dynamic engagement of the learning management system (Cornerstone).
    • Deploy a multi-channel communications strategy to build awareness of and participation in learning and development offerings and drive successful implementation of engagement and L&D programs and initiatives through effective change management strategies.
    • Conduct follow-up surveys to evaluate and measure the results of training and engagement programs, modifying them as needed to ensure effectiveness.
    • Manage and develop two Learning and Development Managers, ensuring their growth and success within the HR Department and RAND.
    • Manage the L&D budget and allocate resources effectively to support strategic initiatives.
    • Other duties as necessary and assigned.

    Qualifications

    The ideal candidate will:

    • Be a learning expert who is constantly developing their expertise and able to translate that into the context of learning in a complex, matrixed organization.
    • Be experienced in the design, delivery, and evaluation of learning in a variety of formats, including eLearning, on-demand micro-learning, and live virtual and face-to-face workshops.
    • Have experience, knowledge, or skills in organizational development or organizational effectiveness.
    • Be an advocate of diversity, equity, and inclusion matters and have an understanding of inclusive learning practices to ensure that learning interventions enable the advancement of all our people.
    • Be highly credible and have strong stakeholder management skills to engage with senior leaders and key stakeholders.
    • Have exceptional communication skills to demonstrate credibility to key stakeholders in both written and verbal communication.
    • Be a highly organized project manager and able to manage multiple priorities simultaneously.
    • Be a self-starter who is able to work autonomously and take full ownership of your work, and know when to consult with, or get support from, your colleagues.
    • Be able to work collaboratively with others and have a natural flair for bringing people together to deliver on objectives.
    • Be proficient in Microsoft Office and have experience with learning management systems.
    • Be able to travel up to 25% of the time.

    Education Requirements

    Bachelor's degree in a related field is required; an advanced graduate degree is preferred.

    Certification in instructional design, professional development programs, coaching, and assessment certifications highly desired.

    Experience

    Minimum 10 years of experience in a related field, designing, facilitating, and delivering workshops to sophisticated, highly educated audiences.

    Experience leading and supervising teams of learning and development/HR professionals as well as leading the development and execution of learning strategy are required.

    Prior experience in a professional services, academic/research institution, or similar workplace environment highly desired.

    Location

    This position may be located at our Santa Monica, Washington DC, or Pittsburgh office locations. It is open to a hybrid work arrangement, working from home and the office, for candidates who reside within reasonable driving distance to one of the RAND office locations listed above.(This position requires at least 50% of time be spent working on-site.) A fully remote work option is not available for this role.

    Salary Range: $147,000 - $224,000

    RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise; and internal equity.The salary range includes base pay plus RAND's sabbatic pay (which provides additional compensation above base pay when vacation is taken). In addition, RAND provides strong benefits including health insurance coverage, life and disability insurance, savings plan, paid time-off and more.
