    Classification Description Summary


    Under direction, leads, oversees, and participates in the more complex and difficult work of staff responsible for performing a variety of technical tasks in the repair and overhaul of City vehicles and equipment including gasoline and diesel powered, heavy and light construction, and other power driven equipment; inspects, diagnoses, overhauls, repairs, and adjusts engines, transmissions, and related vehicle systems and components; maintains a variety of records and reports; and performs a variety of technical tasks relative to assigned area of responsibility.


    DISTINGUISHING CHARACTERISTICS
    This is the advanced journey level class in the Mechanic series.

    Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned.

    Employees perform the most difficult and responsible types of duties assigned to classes within this series including providing lead supervision over less experienced mechanics on an assigned shift.

    Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

    Essential Functions

    The following duties are typical for this classification.

    Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.


    Lead, plan, train, review, and perform the work for maintaining, repairing and overhauling gasoline and diesel powered, heavy and light construction and other power driven equipment.


    Plan, direct and participate in all aspects of mechanical maintenance and repair work including troubleshooting and repairing complex mechanical problems.


    Train assigned employees in their areas of work including proper mechanical maintenance and repair of work, and safety methods, procedures and techniques.


    Supervise the use, care and operation of a variety of mechanical repair equipment including, but not limited to, a machine lathe, grinders, voltage meters and welding equipment.

    Verify the work of assigned employees for accuracy, proper work methods, techniques and compliance with applicable standards and specifications.


    Inspect, diagnose and repair a variety of City equipment and vehicles including, but not limited to, sewer and storm drain equipment, police vehicles and parks equipment.

    Work with supervisors and managers to complete specialized repairs and projects as necessary.

    Diagnose, maintain, and repair electrical system components, ignition systems, alternators, high voltage power generators and starters.


    Diagnose, maintain, repair, and recondition hydraulic systems, front and rear drive axles, drive train components, belts, gears, and chain drives.


    Replace or repair faulty parts including wheel bearings, clutches, oil seals, shock absorbers, exhaust systems, steering mechanisms, and related parts and equipment.


    Tune-up engines by replacing ignition parts and reconditioning and adjusting carburetors, throttle body, port fuel injection systems, and propane fuel systems; repair and maintain emission control systems.


    Repair, adjust, and replace brake systems including wheel cylinders, master cylinders, disc pads, machine drums and rotors, and hydraulic and air brakes.


    Investigate, measure, and collect data on projects that require specialized tools to complete fabricated, weld, and assemble parts and equipment for City automotive and heavy equipment; fabricated and modify tools as needed.


    Maintain an accurate inventory of parts for maintenance and emergency repairs; assist in the purchasing of equipment maintenance parts and materials; contact vendors and suppliers to obtain parts and materials as needed.

    Maintain and repair automated fuel system.

    Operate the service counter in the absence of the service writer/senior service writer.


    Oversee the maintenance and cleanliness of the shop and surrounding work area; dispose of waste, oils and chemicals according to established safety procedures and guidelines.


    Maintain and update records of preventive maintenance on assigned vehicles; input information into the computer; prepare statistical maintenance reports as necessary.

    Ensure adherence to safe work practices and procedures.

    Estimate time, materials and equipment required for jobs assigned; requisition materials as required; distribute parts as necessary.

    Perform related duties as required.

    Minimum Qualifications


    The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.


    Knowledge of:
    Principles of lead supervision and training.

    Operations, services and activities of a full service equipment maintenance and repair program.

    Procedures of preventive maintenance related to automotive, heavy and light construction equipment.

    Operational characteristics of hydraulic and electrical systems.

    Methods and techniques of mechanical inspection, maintenance and repair of internal combustion and diesel engines.

    Methods, materials, equipment and tools used in welding and fabrication work.


    Operational characteristics of various equipment and tools used in the overhaul, repair, and adjustment of gas and diesel powered equipment.

    Occupational hazards and standard safety practices.

    Methods and techniques of performing diagnostic troubleshooting services.

    Principles and methods of preventive maintenance.

    Principles and procedures of record keeping.


    Ability to:
    Lead, organize and review the work of staff in the area of work assigned.

    Perform a variety of mechanic work including diagnosing, troubleshooting, fabricating, and repairing vehicles and equipment.

    Use modern, sophisticated tools and equipment to diagnose and repair automotive vehicles and equipment.

    Diagnose problems and repair automotive, hydraulic and other mechanical equipment.

    Perform major and minor tune-ups.

    Accurately determine mechanical repair needs and estimate the cost and time of repairs.

    Perform a variety of welding and fabrication duties.

    Maintain a variety of shop and repair records.

    Interpret, explain and enforce policies and procedures.

    Design and implement reports and program to provide efficient statistical data.

    Read and understand various manuals, blueprints and schematics.

    Work independently and with a team in the absence of supervision.

    Operate a variety of power and hand tools used in heavy and light equipment repair.

    Observe safety principles and work in a safe manner.

    Understand and follow oral and written instructions.

    Work in a team based environment to achieve common goals.

    Coordinate multiple projects and complex tasks simultaneously.

    Meet the physical requirements to safely and effectively perform the assigned duties.

    Communicate clearly and concisely, both orally and in writing.

    Establish and maintain effective working relationships with those contacted in the course of work.


    Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.

    A typical way to obtain the knowledge and abilities would be:


    Education/Training:
    Equivalent to the completion of the twelfth grade supplemented by specialized training in automotive maintenance and mechanical repairs.


    Experience:


    Five years of experience in the maintenance and mechanical repair of a variety of vehicles and equipment as a journey level equipment mechanic and including some lead supervisory responsibility.


    License or Certificate:
    Possession of a valid commercial driver's license (CDL) with appropriate endorsements.

    Possession of an ASE certification is desirable.

    Physical:
    Primary functions require sufficient physical ability and mobility to work in a mechanic shop environment; walk, stand, and sit for prolonged periods of time; frequently stoop, bend, kneel, crouch, crawl, climb, reach, and twist; push, pull, lift, and/or carry moderate to heavy amounts of weights; operate assigned equipment and vehicles; and to verbally communicate to exchange information
