Vincent College, PA is currently seeking a full-time Department Head of Urban Development (m/f/d) to join our Administration Board for Urban Development and Construction.

This position is available immediately as a replacement and is open-ended.

The main responsibilities of this position include:

  • Managing the Urban Development department
  • Supervising the staff in planning, contribution management, building permit procedures, approval procedures according to the Federal Building Code (BauGB), and climate protection
  • Overseeing urban planning projects with corresponding statutory rights, plans, and measures in urban areas, informal planning, and concepts, including independent monitoring of financing, planning, and implementation, as well as coordination with internal departments and other authorities, and commenting on higherlevel plans (district, regional, and state planning)
  • Strategic development of the department
  • Budget planning and monitoring of all services, particularly in the context of urban development funding
  • Preparation and updating of relevant regulations within the department's responsibility
  • Ensuring proper booking, control, and processing of payments
  • Budget and project management, procurement of services
  • Representing the municipality's interests externally
  • Attending city council meetings and committee meetings related to the assigned tasks

The following qualifications are expected:

  • A successfully completed university degree in engineering (diploma, bachelor's or master's) in the field of spatial planning, urban planning, city and regional planning, architecture, geography, urban studies, or a comparable program
