Job SummaryThe Office of University Human Resources is seeking a Retirement Officer.

    This is a full-time (1.00 FTE), 12-month, professional faculty position.
    The HR Officer
    • Retirement provides subject matter expertise in the administration, design, service & delivery related to all retirement benefits and programs available to Oregon State University faculty and staff.
    They work with a wide variety of internal and external customers and clients including agency benefit administrators, PERS, the Division of Finance and Administration, benefit plan representatives and other agencies, committee, and organizations as needed. They perform a variety of administrative and analytical tasks to ensure vendor and regulatory compliance, eligibility determination, and enrollment.
    This position requires attention to detail and the ability to maintain a high level of professionalism and confidentiality.

    • Program Administration:* Provide information and direct consultation to retiring employees and process employee Retirement Election forms.
    • Provide information and consultation to employees and process employee Tax Deferred Investment (TDI) forms.
    • Develop employee communications regarding Retirement Savings Plans and Pension
    • Programs. Work with PERS and Retirement Savings Plan representatives regarding workshops, employee information requests, etc.
    • Provide technical assistance in person and on the telephone, interpreting and explaining applicable policies and procedures related to the administration of PERS, TDI, or other retirement related contributions and benefits.
    • Coordinate workshops by vendors and PERS representatives including facilities, catering, communication, media needs.
    • Provide presentations specific to OSU Retirement programs. Develop presentations and arrange logistics.
    • Maintain sufficient knowledge of other Benefits employees' duties and procedures in order for fill-in coverage to be handled with minimal disruption.
    • Processing benefits-related documents making adjustments in systems that directly impact employee pay. Completing enrollments and terminations in various systems. Initiating audit reports, reconciliation, and data entry. Responding to public inquiries and employee concerns related to these functions.
    • Provide training to Benefits team members on Retirement Officer tasks.
    • Collaborating with other Oregon Universities regarding past enrollments and enrollment changes when employees move positions.35%
    • Record Evaluation and Analysis:
    • Reconcile between payroll systems, payroll adjustment, and the PERS system working with OPURP (Oregon Public Universities Retirement Plan).
    • Conduct analysis of benefits enrollment and maintenance processes for participants and agency and assists in executing possible enhancements.
    • Collaborate with benefits programs to develop introductory and ongoing communications materials, strategies, and training to meet the needs of program representatives, agency, participants and others.
    • Provide direct assistance to PERS and participate in areas related to retirement plans and programs
    • Responsible for compiling, analyzing, and presenting data regarding plan elements and participants for audit and to demonstrate trends across demographics, etc. and recommend adjustments as needed.
    • Conduct research and analyze data related to the operation and administration of retirement plans, and strategies for improvement to ensure compliance and ensure retirement readiness of participants.
    • Audit monthly reports to determine employee eligibility for retirement plan(s) and send employees the applicable retirement plan information.
    • Research employee information and data in Banner HRIS and/or employee personnel records to determine the appropriate action necessary to correct or adjust suspended EDX records, including employee demographic and wage and service records.
    • Analyze issues and take appropriate course of action to reconcile HRIS and PERS EDX records. Work directly with Payroll Office, and PERS representatives to rectify discrepancies and errors.20%
    • Business Process Analyst:
    • Analyze business processes and recommend appropriate changes to eliminate future reconciliation issues stemming from systems, processes, policies and procedures.
    • Represent OSU in data base and process testing designed to improve processes and/or data exchange between HRIS and EDX systems.
    • Document and maintain administrative practices and procedures related to data reporting to EDX system, PERS, TDI, and EDX project and employee related files.
    • Coordinate with OHR and Payroll Office representatives and provide periodic updates as necessary. Lead effort to develop enhanced integration of OHR and Payroll Office processes that will provide increased efficiencies for EDX system reporting.
    • Evaluate impact of process and administrative changes, as anticipated, due to bargaining proposals, as directed by CHRO and Associate Director of Benefits; utilize evaluation and analysis information to assist CHRO and Associate Director of Benefits in creating bargaining proposals or counter-proposals in response to the union.10%
    • Collective Bargaining:
    • Provide assistance to the VP, CHRO, Associate Director of Benefits, and Employee & Labor Relations Manager in formulating, determining, and effectuating managerial policies in the area of collective bargaining as related to retirement programs.
    Respond to requests for analysis and impact evaluation regarding collective bargaining proposals. Administer the collective bargaining agreements for SEIU and CGE contracts.
    What You Will Need
    • A Bachelor's degree in a field related to the work and two years' experience providing consultative program support and administration directly related to the position including interpretation of laws, rules, policies and regulations; OR HR Professional Certificate from an accredited college/university or professional association and 4 years of recent, relevant experience providing consultative program support and administration directly related to the position including interpretation of laws, rules, policies and regulations;OR
    • Five years' of recent, relevant experience providing consultative program support and administration directly related to the position including interpretation of laws, rules, policies and regulations.
    • Experience working within a payroll system making changes and adjustments to employee deductions.
    • Strong customer service, interpersonal and listening skills to effectively communicate with clients.
    • User-level experience with following software: Windows-based software experience Microsoft Office applications: Word, Excel.

    What We Would Like You to Have
    • Experience in human resources management, payroll reconciliations, experience with
    • Public Employees Retirement System (PERS), Public Employees Benefit Board (PEBB) benefit plans, including EDX and PEBB.Benefits; working knowledge of Banner HRIS software and the data warehouse. Accounting skills and experience.
    • Preference will be given to individuals whose experience is in the benefits administration field who have worked with retirement programs directly.
