    PAY AND BENEFITS

    Annual Pay Range:
    $63, $85,905.99

    Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

    The Department of Human Resources at Clackamas County is seeking a Classification and Compensation Specialist ( Human Resources Specialist ) to join the Classification and Compensation (Class and Comp) Team.

    This is a 3-year limited term position.
    The Classification & Compensation program within Human Resources oversees, develops and maintains the County's compensation and classification systems.

    The program provides position and organizational consultation services to County Departments and Agencies so they can structure their organizations in a way that places the right person in the right classification at the appropriate pay in order to achieve their operational and strategic results.

    As a Classification and Compensation Specialist, you will perform a variety of specialized professional and technical human resources duties in support of the Classification and Compensation program and associated projects through compiling data and preparing reports for further analysis, In this position, you will be responsible for providing customer service regarding business processes, maintaining market data sheets, reviewing collective bargaining agreements and policies, and assisting in countywide pay equity reviews and implementations.

    Minimum Required Qualifications/Transferrable Skills:


    A minimum of three (3) years of human resources experience that would likely provide the required knowledge and skills to perform the responsibilities of this position.

    Experience using compensation theories and techniques.
    Experience using an enterprise based HRIS system, such as Oracle PeopleSoft.
    Experience in customer service.

    Experience communicating technical information, both verbally and written to a wide range of audiences with various levels of knowledge or understanding of the subject.


    Preferred Qualifications/ Transferrable Skills:
    Experience compiling salary information for the purpose of market studies
    Experience performing routine job analyses
    Experience working in the public sector
    Understanding of Oregon Equal Pay Act (OEPA)

    TYPICAL TASKS


    Assists in initiation and implementation of classification review studies, market studies, countywide pay equity analyses, and/or salary grade changes; gathers and compiles classification and compensation information and data from other jurisdictions; reviews collective bargaining agreements and policies to include in reports; updates and maintains market data sheets to include important information to aid in decision-making.

    Gathers and compiles salary information and responds to salary surveys; reviews payroll and human resources documents for compliance with established procedures; assists in preparing staff reports on fiscal impact of implementing salary range and classification changes.

    Under the oversight of Class & Comp Analysts, assists in routine salary assessments for new hires, promotions, and transfers; works with Classification & Compensation and Recruitment Analysts to confirm and document experience used during salary placement process.

    Maintains spreadsheets and reports, researches and reports any variances.

    Utilizes the County's human resources information system (HMIS) and query tools to select employment information for a variety of classification and compensation projects; prepares and reviews classification and compensation documents for compliance with established procedures and County policies; uses HRIS in conjunction with other computer tools to compile employee statistics and prepares reports and documents.

    Assists in conducting job analyses of individual positions; supports major classification reviews by reviewing questionnaires and providing recordkeeping support; assists in preparing letters for review by C&C Analysts and Manager.

    Updates and maintains Class & Comp databases and systems; creates and runs reports as needed/requested; advises C&C Manager or Analysts as issues/ concerns arise.

    Provides assistance on classification and compensation related issues to County management, employees, union representatives, outside agencies, and the public; explains human resources/ C&C policies and procedures; provides information and documentation as requested.

    Assists in reviewing routine proposed and existing legislation, rules, and regulations in comparison with department and area's policies and procedures to ensure compliance.

    Assists in reviewing, updating, and writing department policies, procedures, forms, and letters, etc.

    REQUIRED KNOWLEDGE AND SKILLS

    Working knowledge of:


    Principles and practices of human resources administration in assigned functional area such as recruitment, selection, classification, compensation, training, labor relations, diversity initiatives, workers compensation, safety, risk management, or benefit administration; applicable Federal, State and local human resources laws, rules, regulations, codes and ordinances; human resource information systems; methods and techniques of research, analysis and claims administration; basic math.


    Some knowledge of :

    Principles and practices of public administration; methods and techniques of statistical research and analysis; County government organization and operations.


    Skill to:


    Collect, compile and analyze information and data; enter variety of information into data bases; prepare clear and concise reports; perform accurate math calculations; conduct effective personal and panel interviews; present ideas and recommendations effectively; communicate effectively, both orally and in writing; establish and maintain effective working relationships with County employees, job applicants, union officials and the public; interpret and explain human resources laws and procedures to County employees and the public; operate computer keyboard; develop spreadsheets and reports.


    WORK SCHEDULE

    This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off).

    Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

    This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs.

    The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
    Although eligible for hybrid work, the position will require to be on-site for orientation, onboarding and initial training.

    The Department of HR consists of eight primary program areas - Office of the Director/Administrative Services, Workforce Data Management, Recruitment and Selection, Classification and Compensation, Benefits and Wellness, Workforce Development and Planning, Risk Management and Safety, Employee and Labor Relations.
