    Duties


    • You will research and respond to requests for information on environmental programs.
    • You will provide consulting engineering services on matters concerning environmental compliance.
    • You will conduct formal and informal training for personnel at the installation concerned with compliance with environmental regulations.
    • You will provide necessary coordination and review of environmental compliance projects to ensure that they're funded, designed, and constructed in a timely manner.
    • You will serve as the installation's representative on partnering teams, boards and at conferences on matters related to the environment in general and assigned environmental programs.
    • You will provide compliance oversight on the installation utility systems and conduct inspections on air emission units to ensure compliance with environmental regulations, policies, instructions, and permit requirements.
    • You will serve as a technical expert on environmental compliance regulations/permits such as the Oil Pollution Act (OPA) of 1990, and Resource Conservation and Recovery Act (RCRA).
    • You will serve as a technical expert on the installation's Hazardous Waste Management, Storage Tank Management, and Spill Response.

    In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.


    Specialized experience must demonstrate the following: 1) Environmental media Program Manger serves as the public Works Officer's and the installation Environmental Program Director's principle advisor for all matters related to their environmental media responsibilities and is the primary representative to the federal state and local agencies on matters related to environmental regulations.2) Serves as the installation's representative on partnering teams and boards and at conferences.3) Sets goals for the various media programs based on the command strategic plan and develops a plan to achieve those goals with minimal cost and impact on Navy mission.4) Serves as a member of the installation's Spill Response Team(SRT).

    5) Advise SRT on matters related to assigned environmental programs. 6) Experience training personnel on complex environmental rules, regulations or requirements.

    Have a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position

    OR


    Have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education.

    The quality of the combination of education and experience demonstrates that I possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.


    GS-0819 Professional Environmental Engineering Series:
    Have successfully completed a bachelor's degree (or higher) in engineering.

    To be acceptable, the program must:
    (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

    Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

    The adequacy of such background must be demonstrated by one of the following:
    (I)

    Professional registration or licensure:

    Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

    Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration; or (II)

    Written Test:
    Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III)

    Specified academic courses:

    Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above).

    The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above); or (IV)

    Related curriculum:

    Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.

    Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

    Professional Physical Science Series:

    Have successfully completed a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    OR


    Have a combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
