    Project Management:

    • Responsible for leading multidisciplinary team(s) through the project lifecycle. Sets team direction, coordinates activities across different organizational functions, and assigns roles and responsibilities for the project.
    • Ensures that projects are completed on time, within scope, and on budget. Establishes baselines for scope, schedule, and budget, monitors progress, takes action to correct deviations from the baseline, and reports project status.
    • Ensures project team reviews the design of architects and engineers for programmatic conformance, customer needs and compliance to industry codes and standards. Makes detailed study of each project, considers method of achieving assignment, and decides on best final solution.
    • Establishes project budgets, monitors progress, implements cost controls, and reports budget status. Reviews estimates prepared by contracted or government resources, reviews contractor's proposals, and participates in negotiations with contractors.
    • Assists the Contracting Officer in the preparation of statements of work, determinations and findings and solicitation documents. Oversees detailed analyses of all elements of cost in proposals and recommends competitive range determinations to the Contracting Officer. In conjunction with the Contracting Officer, develops negotiation plans and objectives; holds conferences; and conducts discussions and negotiations. Participates in the A/E, Contractor and/or Lessor selection process and in negotiations for Construction Management, and design post-construction contract award services.
    • Manages all aspects of the project's finances with the client including preparation, negotiation, presentation, approval, and communication of pricing, occupancy agreements, reimbursable work authorizations, and project budgets.
    • Presents options to the customer based on derived knowledge of customer's current and future requirements. Negotiates and coordinates project plans, budget objectives and schedules with customer agencies to establish and/or manage customer expectations.
    • Ensures the completion of project documents and makes certain they are uploaded into all necessary systems of record in order to track established performance metrics and historical trends. Conducts and documents lessons learned analysis.

    Contracting Officer's Representative:

    • Represents GSA and the Contracting Officer (CO) on A/E, Construction Management, lease and Construction contracts as the Contracting Officer's Representative (COR). As the COR, exercises full delegated authority from the CO reviewing, inspecting, and directing the work as it proceeds in compliance with contract requirements. Recommends payment for services received or appropriate action where non-conformance with the contract is discovered.
    • Construction inspection responsibilities include all facets and phases of construction engineering covering each of the building trades. Prepares statements of work and detailed instructions for guidance to architects and consulting engineers. Assists in evaluations, selection panels, and negotiations. Reviews technical reports and evaluates assumptions, formulas, and calculations. Manages the development of plans, specifications and cost estimates for building alterations, repairs, improvements, and new construction. Reviews cost estimates for accuracy and technical adequacy.
    • Analyzes contractor claims. May perform special services and investigations as required to evaluate claim documentation and provide recommendations on cost and schedule impact.

    Architectural/Engineering Duties:

    • Conducts site surveys to determine condition of structures and systems, evaluates requirements and recommends incorporation, modification or exclusion of various project features to best meet long-term needs of the government in consideration of such factors as urgency of needed repairs or redesign, useful life of building components and systems, and cost/benefits involved.
    • Reviews complex engineering problems and provides recommendations to GSA management. Prepares technical reports on highly complex A/E matters that influence current and future regional programs.

    Customer Service:

    • Serves as the primary point of contact for the customer, and has overall responsibility for providing customer.

    BASIC REQUIREMENTS FOR ENGINEERS:

    BASIC REQUIREMENTS FOR ARCHITECTS:

    In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-11 in the Federal service.

    Specialized experience is experience in the design of construction or alteration projects involving large and complex buildings or major building systems; and the coordination of the activities of architects, engineers, tenants and construction contractors on such projects.

    Such experience must also include having independently managed projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.

    • Ability to effectively manage project financial planning and analysis. Use of financial management knowledge, techniques, and innovation to achieve project results with on-budget, fiscal integrity.
    • Knowledge of procurement principles and procedures and of different types of contracts. Familiarity with contract monitoring and contract termination functions. Skill in techniques to negotiate contract costs, prices, and terms to ensure the successful completion of a project.
    • Knowledge of qualitative and quantitative analysis techniques and methodologies is required. Ability to assess project requirements and develop recommendations that meet goals.
    • Ability to manage projects impacted by multiple competing priorities and requirements, and to successfully integrate these requirements to meet the goals and objectives outlined for development initiatives. Skill in allocating fiscal, staff, and time resources to produce maximum results.
    • Knowledge of new legislation, draft legislation and Federal regulations that apply to leasing and development as well as to client organizations to determine potential impact on current and planned projects, zoning and planning commissions, and others to identify strategic objectives, goals and long range plans for development.
