JOB SUMMARY


The Director of Behavioral Health/Developmental Services (BH/DS) is tasked with planning, developing, and coordinating the BH/DS system in Lancaster County, ensuring the provision of a broad spectrum of services to residents.

With oversight of a $30 million budget and approximately 200 staff, the Director leads the implementation of the mandates of the BH/DS program.


ESSENTIAL JOB FUNCTIONS


Ensure the submission of annual plans, the estimation of expenditures, the annual evaluation of program services, the provision of staff support to the County BH/DS Board, and the allocation of funding for BH/DS services in alignment with specific State and/or County appropriations.


Oversees all functions of Health Choices in the Capital Area Collaborative by serving as the representative for the County on the Board of Directors and various managed care committees.


Meets with representatives of the managed care organization to ensure appropriate services/programs are provided to members residing in Lancaster County.

Oversees the coordination with contracting agencies to ensure that all applicable programmatic and quality assurance requirements are being met.


Oversees the administering and monitoring of all direct and contracted mental health and developmental services to ensure program quality as well as conformance with federal, state, and local regulations and policies.

Works in conjunction with the human service agency directors, such as Children and Youth, Drug and Alcohol Commission, Office of Aging and other County departments


MINIMUM QUALIFICATIONS


Master's degree from an accredited college or university, and minimum of five (5) years progressively responsible experience in such related fields as medicine, clinical psychology, social work, sociology, nursing, public health, education, hospital administration including three (3) years administrative management experience in planning, development, or administration of Mental Health or Developmental Services.

OR


Bachelor's Degree and minimum of six (6) years of progressively responsible work including three (3) years administrative management experience as described above.


REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES

  • Acceptable preemployment PA State Police and FBI background check
  • Acceptable PA ChildLine Clearances
  • Acceptable preemployment drug screen
  • Acceptable preemployment driver history checks in accordance with County policy
  • Acceptable preemployment credit history

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT
Work is primarily sedentary in nature; no special demands are required.


Routinely provides own transportation to and from meetings and other job-related appointments in a timely manner and can access those locations with reasonable accommodations.
