- The Vendor must provide a candidate with a minimum of a bachelor's degree and a minimum of five years of experience in a senior business analyst role.
- The Vendor must provide a candidate with a minimum of five years of work experience in a senior business analyst role demonstrating proven expertise translating business requirements into technical requirements for IT-based projects.
- The Vendor must provide a candidate who holds an official Agile-related Scrum Master Certification, PMI-PBA certification, or equivalent certification.
- The Vendor must provide a candidate who has at least four years of experience gathering business requirements and creating user stories using Agile software development cycles.
- The Vendor must provide a candidate who has senior-level work experience with all the skills below for IT-based projects.
- Using Team Foundation Server / Azure DevOps.
- Working with Balsamiq (or other screen mockup tools).
- Utilizing Microsoft Office 365.
- Writing user stories and performing quality assurance testing on stories.
- Monitoring and prioritizing work in an Agile environment.
- Leading onsite and remote Agile Scrum ceremonies and meetings.
- Designing prototypes and mockup designs.
- Logging deliverables and tracking timelines.
- The Vendor must provide a candidate with a minimum of five years of work experience in a senior business analyst role demonstrating proven expertise translating business requirements into technical requirements for a large-scale Special Education Programs, including Special Education Approval and Reimbursement systems, Special Education Private facility Management systems, and Special Education Dispute Resolution systems at a State Education Agency and understanding of Special Education State Performance Plan indicators
