    Summary

    This position is located in the Louisville Regional Office. The incumbent is responsible for conducting evaluative studies and serving as a consultant to the Regional Director on pertinent issues associated with the effectiveness and efficiency of VBA Regional Office operations as they relate to the delivery of benefits and service to Veterans.

    Duties

    Major duties include but are not limited to:

  • Coordinates and prepares responses to Central Office and Southeast District Office requests for Field Station input such as workload projections, equipment requirements, staffing needs and suggested improvements to procedures such as annual income questionnaire processing.
  • Analyzes projected workloads to ensure consideration of program assumptions, consistency with local conditions and realistic conversion into staffing requirements.
  • Project staffing decisions against ceiling allocations for the station, evaluates and advises management as to the impact on year end FTE.
  • Monitors, interprets and analyzes data available through management information systems (such as WIPP and AMIS) to validate correct reporting to uncover problem areas and to suggest improvements in managerial effectiveness.
  • Develops and writes local policy statements implementing VBA directives in such areas as training and systematic analyses of operations.
  • Independently identifies and performs special studies needed to assure compliance with directives, quality standards, effective personnel utilizations and supervisory control.
  • Visualizes and when practical implements new applications of ADP technology to improve workforce effectiveness.
  • Studies areas requiring new or substantially modified work methods procedures and systems necessitated by changes in mission, staffing levels and budgetary constraints for the purposes of improving productivity, quality and timeliness.
  • Utilizes statistical analysis, and/or other techniques designed to effect process improvement and more efficient business practices. Investigate and recommend solutions to operational and/or managerial problems as identified by the Director and/or Assistant Director(s).
  • Develops and employs advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs.
  • Gathers and organizes narrative and statistical information using generally advanced methods techniques, and precedents requiring considerable adaptation and/or interpretation for application to administrative functions.
  • Specific to the GS-12 level

    The incumbent will serve in a developmental capacity that provides the knowledge, skills and abilities needed to perform the full range of duties as described in the target position description (shown above).

    The incumbent of this position performs developing assignments acquired from the full performance level. The knowledge, skills, and abilities are attained through the satisfactory performance of increasingly more difficult assignments that are essentially the same in nature at the full performance level. Assignments are limited in scope and depth at this level. As overall knowledge is gained progressively more reliance will be placed on the incumbent until full responsibility of assignments are assumed. During this period, the incumbent will operate under close supervision and guidance, with less complex assignments.

    Upon satisfactory completion of all statutory requirements and contingent upon the recommendation of the supervisor, the incumbent may be promoted to the GS-12.
