- Responsible for all Contractor work performed under this OBP Statement of Work (SOW).
- Direct day-to-day management of contract support operations, involving multiple tasks and groups of personnel at multiple locations, or on a single project.
- Provide technical guidance to the project team in performance of the work and reviews the quality of all work products.
- Organize, direct, and coordinate the planning and production of all contract support activities.
- Provide staffing, project planning, project financials, and staff direction and oversight.
- Assists senior management as required in managing contract performance.
- Is the single point of contact for the Contracting Officer (CO) and the Contracting Officer's Representative (COR).
- Is the senior level employee provided by the Prime Contractor for this work effort.
- The name of the CPM, and the name of the alternate who shall act for the Prime Contractor in the absence of the CPM, shall be provided to the Government.
- During any absence of the CPM, only one alternate shall have full authority to act for the Prime Contractor on all matters relating to work performed for this SOW.
- The CPM and designated Alternate must be able to read, write, speak, and understand English.
- The CPM is responsible for the Prime Contractor's performance during the execution of events workshops, briefings and meetings, to include logistical coordination before, during, and after the events.
- Will be available to the COR via telephone between the hours of 0730 and 1600 EST, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within 24 hours of notification.
- CPM will notify the COR, by email or telephone, of any vacation, sick leave, or appointment that would make CPM not available to the COR and the Government Program Manager (GPM) 0730 and 1600 EST. Special Projects
- Provide support for special projects when directed by the Government (e.g., review strategic documents, assist in the development of OBP documents, periods of increased activity levels, emerging terrorist threats, natural disasters, special events, or significant incidents).
- Use highly capable experienced professionals to provide personnel with the maturity, experience, and the operational acumen required. CPM's Contract Oversight Responsibilities and Involvement
- Provide administrative, analytical, and technical support to respond to Office for Bombing Prevention (OBP) tasks to include researching, coordinating responses, establishing, maintaining, and updating a task-tracking tool.
- Assist OBP in all administrative efforts.
- Assist the review and preparation of documentation, correspondence, briefing materials, and other related documentation in support of the normal day-to-day operations of OBP.
- Assist with the development and implementation of OBP approaches to communications and outreach.
- Assist with preparing responses to Requests for Information (RFIs) from higher headquarters, other Federal departments and agencies, or other external stakeholders. o This task does not include the drafting of Congressional testimony, responses to Congressional correspondence, or agency responses to audit reports from the Inspector General, the Government Accountability Office, or other Federal audit entity which are inherently governmental tasks.
- Assist with updating OBP Program Management Plans and other OBP strategic and programmatic documents.
- Assist with receiving, reviewing, and distributing all OBP and ISD Executive Secretary (ExecSec) tasks and Requests for Information (RFIs) to the appropriate personnel.
- Assist with developing templates and standards for use by all OBP personnel.
- Assist with maintaining and updating OBP knowledge management tools and repositories, such as the CISA gov site, OBP SharePoint site and OBP activities database.
- Serve as the primary content contributor to the site, OBP SharePoint site and activities database.
- Coordinate with systems or communications engineering to resolve software / site problems.
- Work with OBP customers and support staff to schedule preventive and emergency maintenance.
- Conduct frequent checks of site availability and report all identified issues.
- Ensure contractor personnel possess experience working in a fast-paced environment with competing priorities.
- Ensure contractor personnel have experience using a variety of office technology, such as Microsoft Teams, Microsoft Word, PowerPoint, SharePoint, PowerBI, Outlook and Excel to prepare and track a variety of correspondence.
- Assist with maintaining accountability of, preparing / shipping (compile product and information packets for distribution), updating as appropriate, and storing government C-IED training and awareness and other programmatic products and materials in various formats and on various media (paper, CD/DVD, etc.), such as reports, desk references, fact sheets, user guides, feedback forms, awareness posters and cards, and course materials.
- Proofread, edit, and work with others to deliver quality content.
- Communicate and work with different teams to ensure that content is published in a timely manner.
- Ensure correct tone, voice, clarity, flow and structure of content.
- Interface and collaborate with CISA and ISD personnel, as necessary, to accomplish assigned tasks.
- Ensure outgoing content adheres to the CISA style guide.
- Stay abreast of the latest media trends and content best practices.
- Compile and update style guides as required.
- Collaborate with team to produce fresh and creative ideas, keeping the audience in mind.
- Manage multiple projects and consistently meet deadlines.
- Fact-check content like dates and statistics to ensure all published content is accurate
- Requires no less than 15 years of Infrastructure Protection/Infrastructure Security experience.
- Requires 10 years previous experience in performing or managing those who perform duties categorized as administration services (can be combined).
- Requires no less than 7 years previous experience working within an Executive. Secretariat Team
- Requires no less than 5 years previous experience serving in a Supervisory Management capacity.
- Requires previous knowledge and experience with Counter-Improvised Explosive Device Programs, Trainings, and Outreach.
- Requires previous experience in leading a team of 10+.
- Requires previous experience liaising between contract staff and government client staff.
- Requires previous experience in completing deliverables to be submitted to the COR.
- Possess excellent overall business and organizational skills with demonstrated success in achieving financial goals, managing multiple functions, managing relationships with clients, and providing quality service based on client requirements.
