***: This position manages and direct the DOES UI Modernization project with responsibility for project performance from initiation to closure; including planning, organizing, managing, communicating, and controlling all aspects of the project to ensure that project tasks are performed according to the approved Project Plan. The PM plans, directs, supervises, and evaluates workflow. Schedules and organizes personnel to accommodate anticipated workflow. Coordinates work activities to achieve the volume expected to meet operational requirements and/or program deliverables.


ESSENTIAL FUNCTIONS

Duties and Responsibilities

  • Direct the project with responsibility for project performance from initiation to closure; including planning, organizing, managing, communicating, and controlling all aspects of the project to ensure that project tasks are performed according to the approved Project Plan.
  • Schedule all Contractors' resource assignments and coordinate with the District's Project Manager to schedule District staff assignments.
  • Coordinate with the District's Project Manager to identify all known items that may impact the availability of District resources during the project to avoid delays.
  • Ensure that all necessary subcontractor commitments are in place and monitor subcontractor commitments.
  • Initiate and maintain project reporting and filing procedures to ensure that project documentation is uptodate, organized, and readily accessible by appropriate Contractor and District staff throughout the life of the project.
  • Arrange for the delivery and installation of hardware and software in coordination with the District.
  • Coordinate Contractor's logistics for all onsite activities.
  • Monitor and followup to ensure that requested services are completed in compliance with the contract agreement and the dates set forth in the Project Plan.
  • Promptly consult with the District's Project Manager when Project Plan deviations occur, and document all such plan deviations in accordance with agreedupon change control procedures.
  • Provide consultation and advice to the District on matters related to project implementation strategies, key decisions and approaches, project operational concerns/issues, and act as a conduit to the Contractor's specialist resources that may be needed to supplement the Contractor's normal implementation staff.
  • Facilitate review meetings and conferences between the District and the Contractor's executives when requested by the District.
  • Identify and provide the District with timely written notice of all issues that may threaten the implementation, operation, or performance of the system (with "timely" meaning within 1 hour of the Project Manager becoming aware of such issues)


Employ project management procedures that ensure a mutual understanding and agreement with the District of the tasks to be completed and the schedule to be observed.


  • Maintain a complete record of the project's history through published Project Status Reports.
  • Ensure that adequate quality assurance procedures are in place throughout the project, and that the system complies with the UIBS specifications and requirements
Other Requirements

  • Ability to pass a background clearance
  • Ability to handle conflict appropriately and constructively work under pressure.
  • Ability to design, plan and implement public and private sector projects.
  • Ability to perform well in a team environment and also work independently.
  • Ability to function under pressure and deadlineoriented project demands as well as manage multiple initiatives and maintain highest degree of confidentiality

Required Education:


  • Bachelor's degree in a related field Preferred Education:

Required Experience:

A Minimum of eight (8) years of project management and account management experience for a government or private sector.

  • Demonstrated experience with a proposed solution similar to the design and development of UIBS
  • Experience in Agile methodology such as Scrum, Kanban, or Scaled Agile Framework process
  • Experience as a Project Manager on at least one (1) large scale development which involved migration of data from a legacy system to the new solution.
  • Written at least one (1) project guide or led at least one (1) project training which communicated and translated technical terminology, concepts, and issues in terms understandable to technical and nontechnical management and staff.
  • A minimum of eight (8) years of experience in managing systems architecture development and implementation projects.
  • Led two (2) or more projects that involved designing business processes and procedures and developing new systems
