    Lao Family Community Development, Inc. (LFCD) is a community development non-profit agency established in the City of Richmond in Contra Costa County in 1980. Today Lao Family has expanded its operations and service footprint to two additional counties including Alameda and Sacramento. LFCD's headquarter office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides both community development real estate facilities and a diverse array of the workforce, education, and human services that directly support predominantly low-income US-born high barrier families and individuals, refugees, immigrants, transitional age youth, seniors, and other special populations such as individuals with disabilities.

    Job Summary:

    LFCD is seeking a qualified candidate to serve Youth participants to gain subsidized and unsubsidized job placements. Youth Employment Program build career awareness and provide employment support for youth age Through career exploration, work readiness training and employment program will provide youth with internship experience, skill-building supports, and exposure to career options and pathways. Programs funded by The Oakland Fund for Children & Youth (OFCY), Workforce Innovation Opportunity Act (WIOA) and Oakland Housing Authority (OHA). The Case Manager will provide orientation, intake-assessment, Individual Service Strategy (ISS) plan, case management, unsubsidized and subsidized job development, identification and security of work-based learning sites, educational workshops, counseling, outreach-recruitment for participants & employers, provide ongoing support to these individuals, perform leadership development activities, follow up and retention services. The position requires outreach work, workshop facilitating, educational resources, work site development, life skills and case management. This position reports directly to the Program Coordinator.

    Roles and Responsibilities

  • Provide intensive services to participants including: intake assessment, certify and obtain supportive documents for enrollments into the program; develop Individual Employment Plan (IEP), identify career goals, prepare assessment, and make appropriate referrals; provide job retention services. Counsel clients individually and in groups for job search strategies, interviewing skills, and other topics to assist program participants to enter the job market, retain employment and/or advance in their job or career.
  • Conduct outreach recruitment for employers and job seekers, provide orientation, case management, Vocational Training counseling, job placement, provide ongoing support to these individuals, follow up and retention services. Program activities and strategies include long-term career advancement for each participant; understanding the hiring and business development needs of each employer; the compliance requirements of funders; and the many subtle factors that can influence each individuals' ability to thrive and advance in the workplace.
  • Target prospective employers with job openings at reasonable starting wages with fringe benefit; provide employer orientations; cultivate and maintain business relationship with employers, provide them On the Job Training (OJT) information; Maintain existing employer contracts and continue to develop new businesses in the local area to expand employer's directory; conduct survey with employers and participants following placement to ensure job stability.
  • Maintain case records, statistics, and services recorded for project reporting purposes. Provide complete, accurate, and timely information needed for grant reporting and to report to management. perform tracking of participants, input data, daily log, monthly case notes, and all other activities in country and funder specific databases
  • Lead job readiness workshops, job orientation session, interview, one-on-one and small group counseling; develop resume, cover letter, and individual employment plans, identifies participant needs to determine appropriate job interest and job match to secure job placement; provide labor market information, job fairs, job clubs, and job referrals
  • Outreach into community to provide program information, attend resource fair to recruit low-income Oakland resident's older youth, adult and dislocated workers and promote program, create flyer and promotional materials.
  • Work collaboratively with the office manager and other office staff to provide interim support and coverage. Meet with walk-in clients, as needed. Attend office meeting and provide suggestions and feedback on office process and procedure.
  • Be able to travel to LFCD satellite locations to perform some of the responsibilities listed above. The frequency may fluctuate depending upon projects on hand. Will be required to attend offsite, collaborative meetings, services at partner's office, and to attend professional development training.
  • Participate in an ad hoc committee to help the organization accomplish and maintain short term and long term goals from the organization's strategic plan.
  • Requirements and Qualifications:

  • Bachelor's degree in social work, psychology, or related field AND a minimum of 1-2 years of experience in a similar role OR at least 4+ years of experience working with youth. Bilingual and bicultural in Chinese, Vietnamese, Spanish, Arabic, and Tigrinya are highly desired.
  • Have experience facilitating multiple workshops, coordinating community events, and providing one on one comprehensive case management. Knowledge of the human services needs of the local job market is a plus.
  • Effective verbal, listening, and written communication skills. The candidate must be able to work with diverse populations, cultures and families (youth, adolescents, parents, and elders, families) each with varying needs.
  • Good organizational skills, accuracy for detail, and ability to multi-task. Good analytic skills, critical thinking skills, ability to crate accurate and insightful data outcomes and evaluation.
  • Proficient in Computer skills: MS Word, Excel, Power Point, database management (CalJOBS, Cityspan, and Apricot 360), and internet explorer.
  • Creative, dedicated, energetic, organized and motivated with youth and client tracking and record keeping.
  • Demonstrate ability to work with in and out of school youth of diverse ethnic and social backgrounds and motivated in career counseling and coaching.
  • Ability to work late or on weekends as needed for program related activities.
  • Work effectively under pressure, time management, and able to work as a team.
  • Must have a valid California Driver License, clean DMV record and proof of current auto insurance and registration; must pass background check.
  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit and work on the computer; use hands to handle or feel and talk or hear; moving objects up to 25 pounds.
  • Compensation: The salary is based on experience and education, along with a comprehensive benefits package including health plan/vision, dental, paid vacations, holidays, sick leave, and employer-contributed pension/group life insurance.
