    WorkingConditions:

    • This position is hybrid eligible. WSAC operates primarily on a remote basis, but successful candidates must be able to work in the Olympia office and travel throughout Washington State when required.
    • Equipment and supplies required to work from home will be provided by the agency, including a computer, monitors, keyboard, and mouse.
    • Work hours are standard business hours of Monday - Friday, 8:00 AM to 5:00 PM, however, requirements of the position may require work more than normal scheduled hours due to travel, to meet high-volume and/or time-sensitive workload and agency priorities.

    We support WSAC's mission and goals by providing sound financial and business management, guidance and analysis to our customers and by developing policies and procedures that ensure fiscal compliance and a strong internal control environment.

    About the Position

    We are looking for a forward-thinking, analytical, and results-driven leader to join our team. The Accounting Manager will possess the technical, communication, and problem-solving skills to implement effective accounting practices throughout the agency.


    As the Accounting Manager, you will work under the general supervision of the Director of Financial and Business Services (Chief Financial Officer) to help lead the financial management activities within the agency.

    WSAC has a complex financial portfolio and many different business lines.

    This position provides direction and will oversee various functions including general ledger, accounts payable, travel and related expenditures, accounts receivable, cash receipts, grant accounting and draws, asset accounting, internal controls, and year-end closing activities.


    Some of what you will be doing includes:

    • Providing leadership and oversight for all agency accounting activities.
    • Reviewing and approving payments and journal vouchers and perform reconciliations for general ledger accounts. Ensure accounting transactions are complete and accurate.
    • Supervising accounting staff and provide training and guidance on accounting issues, state and agency policies, rules, procedures, and systems.
    • Coordinating the agency's fiscal year-end closing processes in coordination with the OFM Statewide Accounting unit. Prepare state and federal disclosure forms.
    • Processing federal grant drawdowns for reimbursement.
    • Leading business process transformation efforts within WSAC such as the implementation of the state's new financial system (One Washington).
    • Ensuring that internal controls are effectively implemented with agency business processes.
    • Developing policies and procedures, as necessary, that comply with Generally Accepted Accounting Principles (GAAP) and the OFM State Administrative and Accounting Manual (SAAM).
    • Creating and maintaining effective working relationships with internal customers to address evolving business needs.
    Required Qualifications


    • Bachelor's degree or above, which includes 18 quarter or 12 semester hours of accounting.
    • Five years governmental accounting experience with the state of Washington including reconciling general ledger accounts, processing journal vouchers, and analyzing and reconciling financial transactions.
    • Knowledge of state policies in OFM State Administrative and Accounting Manual (SAAM).
    • A commitment to diversity, equity, and inclusion and the ability to support and translate these values in your role at the agency.
    • Three years of supervisory experience.
    • One year of experience using the state AFRS and Enterprise Reporting financial systems.

    Compensation

    The posted salary is the starting salary consideration. The full salary range is $90,000 - $105,000. The top of the salary range will change from $105,000 to $108,000 effective July 1, 2024.
