    JOB TITLE: Chief of General Felony Unit

    REPORTS TO: Chief Trial Counsel

    COMPENSATION: $116,025 in annual salary; commensurate with experience

    FLSA STATUS: Full-time/Exempt

    POSITION PROFILE:

    The Suffolk County District Attorney's Office (SCDAO) is seeking an experienced prosecutor and manager to lead its General Felony Unit. The General Felony Unit is responsible for the vertical prosecution of criminal cases involving violence and serious injury, as well as investigations into recurring criminal activity. Applicants must be dedicated to public service, public safety, and fairness and justice for all who encounter the criminal justice system. Because the General Felony Unit is the standard entry point for prosecutors promoted from district to superior court, the Chief must have exceptional litigation, teaching, and communication skills. A genuine interest and the capacity to foster the professional development of lawyers is required.

    Per SCDAO's vaccine mandate, as a condition of employment, successful applicants will be required to have received COVID-19 vaccination or an approved exemption as of their start date.     ESSENTIAL FUNCTIONS:

  • Serve as a member of the District Attorney's leadership team and support the District Attorney's policy priorities by identifying opportunities to advance them through investigations and prosecutions, legislative initiatives, and collaborations with other law enforcement and community partners.
  • Manage team of attorneys, investigators, analysts, advocates and support staff.
  • Represent the Commonwealth at all stages of criminal prosecution in the Suffolk Superior Court. This includes, but is not limited to: Directing grand jury investigations;Handling arraignments and corresponding motions such as bail requests, conditions of release, dangerousness hearings, and bail revocation hearings as appropriate;Conducting pre-trial hearings and conferences, and litigating evidentiary and non- evidentiary motions such as motions for discovery and motions to suppress; andCarrying out trials, pleas, sentencing, and post-conviction matters.
  • Work closely with colleagues, victim witness advocates, administrative assistants, civilian investigators, law enforcement, court personnel, the defense bar, criminal justice agencies, community partners, and the public to ensure a successful, holistic approach to prosecution that balances the safety and well-being of the victims, defendants, and communities we serve.
  • Work professionally with a variety of governmental agencies, including law enforcement.
  • Review charging decisions made by law enforcement agencies and make appropriate recommendations and changes as needed.
  • Review evidentiary reports, identify and interview victims and witnesses, prepare discovery, and provide discovery to defense counsel.
  • Review case files, applicable statutes and case law, victim information and input, and determine an appropriate recommendation for case resolution. Conference the same with defense counsel.
  • Keep abreast of court decisions and legislation affecting Massachusetts law and prepare written memoranda where appropriate.
  • Understand applicable rules, laws, and guidelines, including the Rules of Criminal Procedure, the Massachusetts Guide to Evidence, and the mandates of the Victims' Bill of Rights.
  • Have a working knowledge of internal policies and procedures.
  • Interact with victims, including victims of violent crime, defendants, families, and witnesses with kindness and professionalism.
  • Manage deadlines, crises, and issues of witness protection.
  • Ability to manage crises and excel in high-stress, dynamic, and fast-paced environment while exhibiting a calm, professional demeanor.
  • OTHER DUTIES:

  • Attend trainings relevant to SCDAO functions.
  • Become familiar with, follow, and model in conformance all SCDAO personnel policies.
  • Become familiar with and model the Massachusetts Rules of Professional Conduct.
  • Exercise respectful and professional behavior and communication with the public, judicial and law enforcement personnel, and office staff.
  • Complete work assignments in a timely, accurate, and efficient manner.
  • Communicate effectively and regularly with direct supervisor regarding issues and posture of investigations and prosecutions.
  • Other related duties as assigned.
  • SUPERVISORY RESPONSIBILITY:

  • Support and supervise team of Assistant District Attorneys (ADAs), investigators, analysts, advocates, and support staff.
  • Attend senior leadership meetings and relay relevant information to the team.
  • Occasional supervision of interns.
  • PHYSICAL DEMANDS: Ability to sit and stand for extended periods of time.

    TRAVEL: ADAs are expected to travel from various sites, including but not limited to, courthouses and law enforcement offices.

    Qualifications

    EDUCATION AND EXPERIENCE:

    Required:

  • J.D. Degree from an accredited law school, admittance to the Massachusetts Bar and status of good standing;
  • Demonstrated commitment to public service and a strong academic record;
  • Significant (preferably 5 or more years) prior experience in criminal law, preferably across at least two different Superior Court units;
  • Tried a minimum of fifteen jury trials (in the District, Municipal, or Superior Court) to a verdict as lead counsel;
  • Experience working with victims of violent crime;
  • Availability after hours and on weekends;
  • Experience in written and oral advocacy and legal research, either academically or professionally; and
  • Capacity for fairness, a strong work ethic, ability to manage a demanding workload, a high-stress and dynamic work environment, and sound problem-solving and decision- making skills.
  • Preferred:

  • Fluency or conversational abilities in Spanish, Haitian Creole, Mandarin or Cantonese Chinese, Portuguese, or Cape Verdean Creole.
  • Prior work experience in criminal law, in the form of a clerkship, job, or internship.
