This position performs highly complex (senior-level) computer systems analysis work.

Duties include, but are not limited to, analysis of highly technical Health and Human Services Commission (HHSC) programs with an emphasis on eligibility and managed care rules for various HHSC programs.

This includes reviewing and developing related artifacts and monitoring of and providing feedback regarding testing prior to implementation. Assists in developing and implementing enterprise-wide continuous process improvement initiatives.

Participates or leads in the development and implementation of technical specifications of changes or additions to current or future technologies.

Analyzes performance data to identify trends and areas for improvement initiatives and reports the results and recommendations to management.

Performs root cause analysis and participates in the development of associated corrective action plans, as required for IT systems and processes.

Serves as a point of contact for various trading partners and maintains expert level knowledge of the interfaces exchanged between TIERS and trading partners.

Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Runs appropriate queries in SQL to validate system requirements. Performs related work as assigned.


Essential Job Functions:


  • Establishes business processes for triaging system related issues including PSR approvals and help desk ticket resolution. Provides guidance to Business Automation members to ensure accurate and timely resolution or issue escalation.

    Performs root cause analysis and participates in the development of associated corrective action plans, as required for IT systems and processes.

    Analyzes performance data to identify trends and areas for improvement initiatives and reports the results and recommendations to Business Automation management. Runs appropriate queries in SQL to validate system requirements. (20%)
  • Provides complex quality assurance related consultation to, or oversight of, projects, assignments, or special initiatives that impact TIERS interfaces. Notifies management of significant issues and provides feedback to team lead and managers on performance and suggested risk management strategies (20%)
  • Oversees and directs the development of documents and reports produced by Interface team members, to ensure professional quality and appearance, appropriate content, consistency, and responsiveness (15%)
  • Performs related duties as assigned (15%)
  • Creates a Customer-Service environment by establishing and maintaining positive working relationships with all levels of employees and internal/external stakeholders (5%)
    Knowledge Skills Abilities:
Knowledge of
- state and federal laws and regulations and internal policies and procedures related to HHS programs
- project management principles and practices

  • Agile principles and practices

EWMS, YTB, etc.)

Registration or Licensure Requirements:

None


Initial Selection Criteria:

Required minimum of three years experience in systems analysis and or design work including computer science, computer information systems, management information systems, or a related field

  • Preferred experience working with state and federal laws and regulations and HHS programs, policies and
- procedures.

  • Preferred experience working with production problems related to HHS eligibility systems.
  • Preferred experience working professionally with a broad range of stakeholders

Additional Information:


Applicants must also be willing to work after hours (evenings, Saturdays, Sundays, or holidays), on occasion to complete critical assignments.

This position is remote however may on occasion require time spent in the office.
