The Family Resource Schools (FRS) program is a partnership with the Boulder Valley School District (BVSD)located at five elementary schools within the City of Boulder that supports families in raising healthy, thriving children.
The YFS Program Manager provides administrative support for the FRS program staff including technical and training support, data compliance, and liaison to other city departments and partner organizations.
The YFS Program Manager supervises FRS temporary staff and coordinates the Child Care Subsidy (CCS), which is the city counterpart to the Boulder County Child Care Assistance Program (CCAP).
Job Description:ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
Family Resource Schools (FRS)
Program Support (40%):
Supports ordering of supplies
Serves as IT liaison for technical support, maintenance and coordination of equipment
Keeps inventory of furniture and equipment including technology
Manages scheduling between temporary program staff and Family Outreach Coordinators (FOC)
Coordinates training opportunities for FRS staff
Coordinates RTD Nonprofit Transportation program (liaison, tracking and distribution to FRS team)
Collects and tracks background check and insurance documentation for afterschool programs
Monitors data collection and compliance for federal and other funding requirements
Quarterly audit of all FRS Intensive files including follow up reminders
Generates and tracks annual FRS client survey
Maintains policies and procedures manuals
Child Care Subsidy Program (CCS)
Management (20%):
Administers the CCS per eligibility requirements and program policies and procedures
Determines family eligibility based on current employment and income information
Monitors provider participation including payments, reconciliations and compliance
Develops alternative programming options in support of partnerships with specialty providers
Retains accurate records of all applicants and providers
Tracks and manages program data and records retention
Keeps informed of changes, updates and general information pertaining to State and County CCAP
Maintains the policies and procedures manual and CCS forms
Trains staff on CCS referral process and enrollment support
Supervision of FRS Temporary Administrative Specialists (TAS) (15%):
Recruits, orients and trains, supervises and monitors the work of the TAS
Designs, implements, and oversees curricula for TAS training
Provides team building and staff development opportunities
Offers guidance to the TAS team as a facilitator, coach, and resource
Develops TAS work plans in collaboration with Family Services Manager and the FRS team
Works with FRS team to plan and monitor TAS budget
Ensures TAS understand and comply with city, HHS and program policies, procedures and training requirements
Supports after-school program planning
General Administrative (10%):
Serves as a liaison to the city leadership, the County and ECCBC and other community agencies.
Maintains program files including historical data, documentation and policy and procedure manuals.
Serves as the FS liaison for Information Technology (IT) and Facilities Management (FAM)
Maintains FS employment records including training logs and required documentation
Coordinates meetings and events including reservation of space, calendaring and meals
Performs related duties and projects as required to support needs of FS, HHS and city
Reporting & Communications (7%):
Manages and updates the CCS website including news feeds, media, and reports
Maintains frequent communication with CCS clients and providers and FRS staff including TAS team
Understands and implements requirements for confidentiality and abuse and neglect reporting
Oversees FS records retention including program files and staff training records
Monitors quality control of confidential data collection systems including audits and compliance with
strong attention to detail and to ensure 85% accuracy and completion
Supports translations of print and other materials (Spanish to English/English to Spanish)
Active Engagement As A City Employee (5%):
Creates opportunities to bridge the gap between the early childhood community and policy, and decision makers.
Participates in professional development and stays knowledgeable of current trends in the field.
Adapts to changing circumstances; demonstrates flexibility in prioritizing work and resources.
Prioritizes work to support HHS in meeting city and community priorities.
Works collaboratively within the workgroup, HHS and across other departments.
Responsible for knowing and complying with FS, HHS and city policies
Models city values in support of colleagues, other workgroups, and departments in commitment to each other, the city and community.
Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies, and procedures. Reports all accidents and damage to city property.
Marketing, Outreach & Recruitment (3%):
Creates and distributes CCS marketing materials, website content development and editing
Provides outreach to recruit new CCS clients and providers
Notifies and documents the annual Colorado Child Care Contribution Tax Credit (CCTC)
Works with HR to oversee recruitment of TAS staff
Supports FRS and Youth Opportunities Program staff with coordination of special events
MINIMUM JOB REQUIREMENTS
Minimum three years' relevant work experience with eligibility determination, administrative project management and/or early childhood or child care administration
Spanish and English bilingual with strong written and oral skills
Strong technology orientation:
ability to quickly learn new systems, procedures and computer software
Proficiency with applications including MS Office (Outlook, Word, Excel, PowerPoint and desktop publishing, database and spreadsheet software
Strong budget management skills
Strong project management, coordination and facilitation skills
Maintains organizational files, performs audits and monitors compliance with strong attention to detail
Excellent customer service skills; ability to establish working relationships at all levels of the organization, with partner agencies and the public
PREFERRED REQUIREMENTS
Bicultural (Latino/Hispanic and US)
Experience developing and implementing skills training and performance evaluations
Data collection and reporting skills
Knowledge of child care resources and services available to families in Boulder
Bachelor's degree in Business Administration, Human Services, Education or related field
