Duties:

You will serve as product manager for Navy DevSecOps solutions like Black Pearl, collaborating closely with the Marine Corps counterpart within the Neptune Cloud Management Office.
You will leverage your recent experience as a DSO product manager or practitioner, focusing on scaling and sustaining complex systems; Your technical acumen will drive the continuous improvement and reliability of our DSO solutions.
You will utilize your knowledge of IT service management principles and practices, such as ITILv4, to enhance customer experience and ensure operational resilience.
You will display your business acumen by developing comprehensive product roadmaps, accurate cost estimates, and optimized support strategies.
You will serve as a BLACK PEARL SERVICE OWNER in the Naval Warfare System Command (NAVWARSYSCOM)

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
You will be required to complete training, obtain, and maintain a government credit card for travel and travelrelated purchases.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE450, within 30 days of appointment.

Qualifications:

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:
Translating user or organizational business needs to specific Information Technology requirements.

Your experience must reflect skill in the following areas:

attention to detail, customer service, oral communication, and problem solving.- Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education:

This job does not have an education qualification requirement.

Additional information:

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.

This position is covered by the Department of Defense Priority Placement Program.

This is a Cyberspace Workforce position, work role code 802 IT Project Manager, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM Cyber Workforce Qualification and Department of Navy policies.
