- Analyze and present organization's financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; collate financial reporting materials for all segments, and oversee all financial, project/program and grant accounting for each grant fund
- Coordinate and lead the annual audit and tax process, liaise with external auditors, external accountants and the board of directors; assess any changes necessary
- Oversee and lead annual budgeting and planning process in conjunction with the Executive and TEC Directors; monitor progress and changes and keep senior leadership abreast of the organization's financial status.
- Manage all financial resources
- Document and maintain complete and accurate supporting information on all financial transactions for each grant fund
- Supervise business performance and take necessary steps to improve the performance of grant funds business
- Initiate all draw down of funds through online system and invoicing to funding agencies for reimbursement agreements for all funds
- Manage Health Board organizational cash flow and forecasting for each funding source
- Implement a contracts management and financial management/reporting system; ensure that the contract billing and collection schedule is adhered to and that the financial data and cash flow are steady and support operational requirements for funds
- Develop, update and implement all necessary Health Board business policies and accounting practices; improve the finance department's overall policy and procedure manual
- Effectively communicate and present the critical financial matters to the board of directors
- Ensure that the regulatory requirements of all statutory bodies are met regarding all of the Health Board and financial affairs.
- Work closely with all Health Board and teams; as every department in the organization is directly or indirectly associated with the finances of the organization
- Oversee bi-weekly fund allocation from grant funding for payroll
- Lead and develop Health Board and finance teams; motivate immediate reporting staff for superior performance and service
- Close involvement with commercial/contract negotiations for each grant fund
- Manage Health Board banking account(s), online banking, and signor on all bank accounts (replacing any previous external signors)
- Ensure that financial statements are prepared in an accurate and timely manner in accordance with contract agreements with grant funding agencies

Description
General Job Duties (not all inclusive):
Finance Director is responsible for financial reporting, individual grants data entry/reconciliation, budget management. Incumbent is a hands-on and participative team member charged with developing and adhering to funding agency and SPTHB fiscal policies and procedures.
Incumbent plays a critical role in partnering with senior leadership in strategic decision making and operations as the organization continues to enhance its quality programming and build capacity. Activities will be geared towards maximizing and strengthening the internal capacity of the organization. Incumbent is charged with following granting agency funding requirements specific to federally funded grants, Generally Accepted Accounting Principles (GAAP), company fiscal policies, and Office of Management and Budgets guidelines.
Summary of Duties:
Minimum Qualifications:
Must possess, at minimum, a bachelor's degree and 2+ years' experience in finance or related field, or 3+ years' experience in accounting/finance or related field in lieu of degree.
Knowledge: Grant Financial management and grant reporting capabilities mandatory. Knowledge of and adherence to Generally Accepted Accounting Principles (GAAP). Advanced understanding of grant financial recording and grant reconciliation software in use by the organization. Grant financial reporting guidelines and components. Uniform Guidance knowledge. Financial accounting software knowledge is mandatory. General Ledger coding knowledge mandatory.
Skills: Financial Reporting skills, account reconciliation, excellent communication with co-workers, managers, supervisors, board members, invoicing entities, and others. Knowledge of draw-downs and the draw-down system. Must have ability to facilitate TEC financial reports according to funding agency requirements (ex. SF-425, FFR, PMS, , , etc.) for all TEC funds. GL Coding
Experience: Extensive knowledge and experience with non-profit grant financial management. Minimum two years of experience in grant financial management and administration. Experience with tribal organizations and/or not-for-profit agency is desirable. Excellent verbal and written communication skills. Excellent communication skills mandatory.
Competencies: Teamwork; effective communication; planning and organizing work; broad based analytical thinking; quality minded; initiative; and problem solving.
Supervisory Authority: None
Travel: In and out of state travel may be required in the fulfillment of job requirements and training.
