    Celestar Corporation is seeking a Senior-level Collection Manager supporting the United States Central Command (USCENTCOM) Directorate of Intelligence (J2) located at MacDill AFB in Tampa, Florida and at a variety of other locations throughout CONUS/OCONUS and the USCENTCOM Area of Responsibility (AOR).

    Active TS/SCI with Poly Security Clearance

    Responsibilities:

    • The Contractor shall research, support development of and prepare intelligence assessments in formats approved by DIA/CENTCOM, meet or exceed DIA/CENTCOM quality and tradecraft standards, and provide products within mutually agreed upon timelines.
    • Applies intelligence collection systems and capabilities to inform intelligence consumers of collection developments and relevancy through a range of products.
    • Collaborates across the IC to understand customer intelligence needs and
    gaps to optimize developing and validating collection requirements for the customer.


    • Evaluates the efficiency and effectiveness of multi-INT collection against requirements; and the execution of collection plans and strategies to generate reliable and valid intelligence to customers.
    • Assesses the value of collected intelligence versus the customers' need(s) and decision making.
    • Assists developing methods and criteria to evaluate whether collection requirements been satisfied, using Measures of Effectiveness (MOEs), Measures of Performance (MOPs), responses to collection plans and strategies, and others, and produces feedback of findings.
    • The Contractor shall conduct counterintelligence asset validation and risk assessment analysis for source operations, then represent product at source review panel.
    • The contractor shall maintain the counterintelligence operational picture of deployed counterintelligence activities ISO the CCJ2-XI CICC in CI collection operations management.

    Required Experience:

    Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.


    Desired Education:

    Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S.

    Department of Education; or have Bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S.

    Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master's degree.
