    Position SummaryIn accordance with Board-approved policies, the CFO manages budget, cash flow, and accounting functions; creates and maintains strict internal controls; prepares monthly financial statements and management reports; ensures financial compliance with grant and contract requirements; coordinates audits; and supervises accounting staff.

    The CFO may also supervise a variety of administrative and operations functions, as assigned.

    Essential Job functionsGeneral Agency

    As requested by the CEO, attend meetings of the Board of Directors and serve as staff liaison to Board committees and task forces.

    Participate actively and thoughtfully in long-term/strategic planning discussions. Prepare and present reports, as requested, measuring performance outputs and outcomes.
    YWCA Events and Activities.

    Attend major YWCA events and activities such as LeaderLuncheon, Week Without Violence, Stronger Together Breakfast, Stand Against Racism, and the Annual YWCA Membership Meeting.

    YWCA USA.

    Establish and maintain familiarity with YWCA USA membership agreement, mission impact framework and theory of change, strategic business plan, and key initiatives influencing YWCA Utah's work.

    Educate other staff about these areas as needed and appropriate. Participate in national meetings, affinity groups, trainings, and other activities as requested.
    Staff Supervision
    Supervise assigned staff using Sanctuary principles, language, and tools.

    Create a strong, cohesive, effective team whose work is aligned with the YWCA's mission, vision, strategic direction, core strategies, and annual work plan.

    Arrange/provide regular training (including cross-training), supportive supervision, and team-building opportunities that ensure staff learn and perform their job responsibilities well and can cover for one another during absences.

    Make regular, effective communication with program/department staff a top priority: keep them well and accurately informed about their own and other programs and departments as well as the YWCA as whole.

    Be an effective conduit for accurate, appropriate information that enhances connection, engagement, understanding, and support.
    Foster a healthy work environment that promotes excellence, integrity, accountability, respect, affirmation, and inclusion.

    Clarify roles and responsibilities; establish clear performance expectations and reasonable work plans; arrange timely orientation and training; provide regular constructive guidance and meaningful performance reviews; articulate and model high professional and ethical standards.

    Provide staff with the support, resources, and opportunities they need to do their jobs successfully and grow professionally.
    Promote understanding and collaboration among staff/programs/departments within and throughout the organization.
    Level of Knowledge

    Gain and/or maintain accurate working knowledge of generally accepted accounting principles and standards for nonprofit accounting, including those issued by the FASB, OMB, and AICPA.

    Knowledge of federal grant management requirements surrounding allowable costs, time and effort reporting, and other administrative rules under the Uniform Administrative Requirements, Cost, Principles and Audit Requirements for Federal Awards or OBM Super Circular at 2 CFR Part 200.

    Keep current on publications and materials related to nonprofit accounting so that the YWCA is strictly compliant with all applicable laws and regulations, and is a model of sound financial management.

    Budgets and Cash Flow Management
    Work with the CEO to develop the annual operating budgets for the YWCA and affiliated corporations, for Board approval.
    Prepare project, program, and capital budgets as needed for grant applications and other purposes.
    Prepare budget projections and pro formas, and analyze financial trends as needed.
    Project, monitor, manage, and analyze cash flow. Regularly inform CEO of cash status, highlighting any potential problems in a timely way. Accounting Functions
    General Accounting.


    Oversight of all accounting functions:
    accounts payable, accounts receivable, payroll, cash receipts, and fixed assets. Review all general ledger accounts reconciliations. Review monthly bank reconciliations.

    Responsible for all investment journal entries, bank account entries and reconciliations, general ledger accounting reconciliations, and all other nonstandard journal entries for all four egal entities.

    Banking Relationships. Ensure that on-line access to accounts is in compliance with finance policy.
    Cost Allocation. Maintain program cost allocation and cost system for accounting and billing purposes; update annually. Perform cost-benefit analyses as required.
    Capital Campaigns. Monitor capital campaign contributions, pledges and expenditures, ensuring all activity is recorded accurately and in accordance with GAAP.
    Investment Portfolio.

    Monitor contributions to endowment and other investment funds, and ensure that the YWCA's investment portfolio and any related transactions are accurately and properly accounted for at all times and in accordance with GAAP.

    Capital Expenditures.

    Track expenditures related to capital construction and improvements at a level of detail that provides the CEO and Board with relevant, timely information.

    Rents and Program Fees.

    Ensure timely billing, collection, and accounting of rent payments, tenant charges, security deposit refunds, room and board fees, child care fees, etc.

    Internal Controls
    Implement Board-approved finance and investment policies; review and recommend changes as appropriate.

    Develop systems and procedures that ensure consistent, appropriate, and approved use of YWCA funds by all staff as well as strict, comprehensive internal controls to safeguard all agency assets.

    Maintain strict separation of accounting systems and procedures for the YWCA and its three affiliated corporations. Financial Statements and Reports

    Ensure the integrity of the agency's financial reporting system, including the Financial Edge and Raiser's Edge accounting and database systems, and any other systems used to account for child care or tenant payments and accounting transactions in any of the affiliated corporations.

    .

    Prepare required financial reports and payments to comply with federal, state and local regulations and laws and with YWCA standards of affiliation (W-2s; Form 990; national dues calculation and payment forms; payments for state and local taxes; medical insurance; workers' compensation; YWCA Retirement Fund forms and contributions, ACA compliance requirements, etc.).

    Provide accurate, complete financial statements and management reports for the YWCA, Critchlow LLC, and YWBuilding Hope, and YWEmpowered LLC to the CEO and Board monthly and as requested, in order to facilitate accountability and planning.

    These reports include but are not limited to the statement of activities (income statement), the statement of financial position (balance sheet), and the statement of cash flows.

    Perform additional financial analyses as requested.

    Help prepare, review, and submit year-end Critchlow reports (including audited financial statements and tax return) as well as other required documentation to Utah Housing Corporation.

    Audits and Tax Returns

    Serve as primary liaison and resource person to auditors, supplying necessary reconciliations and schedules for annual independent, consolidated financial audit of the YWCA and its affiliated corporations, as well as the Single/A133 audit and the tax-credit audit required for compliance with government accounting regulations.

    Prepare all financial statements and footnotes for the YWCA's annual audited consolidated financial statements.
    Work with auditors to meet all criteria established in audits. Review tax returns for the YWCA and its three affiliated corporations and ensure timely submission.
    Distribute audited financial statements, tax returns, and other reports as required to funding sources (including government grantors and the Utah State Auditor's Office and other entities in a timely way. Grants and Contracts
    Grant Applications. Assist in timely preparation of grant applications by generating project and/or program budgets as required by funding source. Make any required budget revisions for subsequent grants and contracts. Oversee and/or prepare all grant adjustments as required by grant funders throughout the life of the contract.
    General Knowledge.

    Gain knowledge of overall grant application process and specific compliance issues (2 CFR 200 Uniform Guidence), and represent agency at contract monitoring visits, grant application trainings, and grant trainings required after grant has been awarded to YWCA.

    Contract Compliance.

    Ensure strict financial compliance with all contracts, including the timely submission of reports, billings and audits, and keeping records for the required number of years.

    Ensure attendance of appropriate staff at all related trainings.
    Grant Administration. Oversee the close out of all government contracts and ensure that quarterly reports are submitted timely. Ensure that new contracts are received, reviewed, and signed and returned to the YWCA before grant billing is submitted. Business Analysis, Planning, and Development

    Conduct any necessary or requested research and analysis to enhance understanding of the YWCA as a not-for-profit business, and to manage all YWCA, Critchlow LLC, YWEmpowered LLC, and YWBuilding Hope finances legally, ethically, and professionally.

    Actively participate in business planning, strategy development, and strategy implementation to strengthen the current and future YWCA.

    This may include, for example, sustainability planning for the future campus and programs; strengthening reserve funds; working with tax credits (low-income, new market, historic); reviewing employee compensation and benefits; and, someday, developing a related business or social enterprise.

    Undertake financial analysis and planning that is intended to address operating, capital, and investment needs, and to explore related opportunities and challenges.

    Risk Management

    Work with insurance brokers/agents to update all insurance policies (general liability, automobile, D&O, unemployment, workers compensation, etc.) for adequate coverage on an annual basis.

    Ensure agency compliance with the Affordable Care Act.
    Contingency Planning. Help develop, maintain, review, and update business contingency plans designed to ensure smooth agency functioning in crisis situations.
    Policies and Procedures. Help develop related policies and procedures, as needed.
    Capital Projects and Improvements

    Plan the budgeting and financial management of any capital projects related to the current campus master plan, and capital improvements.

    ADDITIONAL DUTIES & RESPONSIBILITIES
    Keep all necessary records to ensure that work is conducted in accordance with agency, contractual, and legal requirements. Records are expected to be complete, accurate, and timely.
    Know and follow all established organizational and program/department–related policies, procedures and protocols.
    Uphold and act in accordance with YWCA mission, vision, values, strategic direction, core strategies, and annual work plan.
    Model YWCA community standards and encourage program participants, volunteers, and staff to follow them.
    Demonstrate ability to get along with co-workers and to be a constructive presence in the workplace.

    Attend all required staff meetings, individual and/or group supervision, agency-wide staff and other trainings, as well as any other meetings, events, and activities as requested.

    Maintain all certifications and licensing related to role, program licensing, and grant standards including but not limited to: CPR, First Aid, Food Handlers Permit, LCSW/CSW/SSW, etc.

    Demonstrate commitment to understanding and using Sanctuary Model principles, language, and tools in daily work.

    Ideal candidates will have the following:
    Knowledge and experience in administrative and/or non-profit operations, programs, policies and protocols.
    Familiarity with basic budgeting and bookkeeping.
    Understanding of, and committment to, equity, anti-oppression and trauma-informed philosophies.
    Qualifications
    Minimum qualifications include a combined 5 or more years of education and experience:
    BA/BS degree required, preferably B.S. in Accountiing, A Certified Public Accountant CPA designation is required. MBA or Masters in Public Accountancy strongly preferred.
    Public accounting audit experience is strongly preferred, with Single Audit and nonprofit audit experience.

    Excellent accounting skills and a minimum of 5-7 years strong, varied financial management experience, including budgeting, cash flow management, accounting, financial statements and reports, audits, internal controls, government contract compliance, investments.

    Significant nonprofit fund accounting experience required. Government grant/contract experience.
    Supervisory and management skills essential, with general nonprofit management experience preferred.
    The ability to think strategically, develop plans, and execute and evaluate them successfully.

    Collaborative team player who works effectively and constructively with colleagues and staff across programs and departments as well as throughout the organization.

    Excellent administrative skills, which may include contract administration and compliance, program development and evaluation.
    Excellent computer skills including proficiency with MS Office and database software relevant to the position.
    Excellent communication and interpersonal skills. Professional and comfortable with a variety of people and audiences, which may include the media.
    Fluency in English (speaking and writing) required, with fluency in Spanish helpful.
    Flexible, able to work evenings and weekends, and to participate in regular on-call rotation if required by position.
    Ability to work respectfully with people of diverse ages, races, ethnicities, nationalities, socio-economic levels, beliefs, and lifestyles.

    Must be able to pass BCI, meet I-9 requirements, and, if driving on agency business, have a valid Utah driver's license, current automobile insurance, and pass a motor vehicle record check.

    An understanding of and agreement with YWCA Utah's mission, values and philosophy regarding the elimination of racism, empowerment of women and commitment to anti-oppression work and social justice.

    Understanding and commitment to issues of cultural diversity and anti-racism.
    Ability to work scheduled hours on a regular basis, some weekends and evenings required.

    Physical/Sensory Demands
    Work is generally performed in a safe and comfortable office environment.

    While performing the duties of this job, the employee is regularly required to:

    sit for long periods of time; use computer to enter data; use telephone to converse with customers and employees; perform repetitive wrist, hand and/or finger movement.
