    Description

    Job Description:
    Responsibilities: Create, write, and revise solicitations. This includes but is not limited to RFPs, RFQs, IFBs, SOWs, and RFIs. Manage solicitation creation process. Perform edits for consistent tone and flow (one voice) across solicitation sections/volumes. Write clear, persuasive, and articulate solicitation sections translating complex ideas into easily understandable text. Collaborate with business owners or subject matter experts to ensure the business specifications are captured and articulated clearly.

    Collaborate with agency architects and security to ensure the specifications for architecture and security are in the proper solicitation sections and provide clarity.

    Collaborate with client statewide IT Procurement (contract specialists, legal) to refine solicitation sections to ensure the solicitation document is consistent with established processes and provides clarity, accuracy, and compliance.

    Maintain solicitation document library. Understands the difference between the state procurement process of substantial conformity vs a ranking/scoring evaluation.


    Qualifications Required:
    t least 5 years of solicitation writing experience in the public sector in the IT domain. Understanding of compliance with Government RFP/IFB/SOW/RFI/RFQs. ble to follow directions and verbal orders with minimal supervision. Excellent work ethic and excellent organizational, written, and verbal communication skills. Capable of creating complete, high-quality solicitation documents. Demonstrated ability to work efficiently under conditions of multiple deadlines and changing priorities to create high-quality material. bility to successfully execute multiple tasks simultaneously. Dynamic interpersonal skills to interact with all levels of management. Proficient in all Microsoft Office applications.


    Desired:
    Current solicitation writing experience with the public sector, especially state government. Strong interpersonal and relational skills. Detail-oriented with the ability to multitask. Collaborative with the ability to work with cross-functional support for IT initiatives/projects. Understanding/experience with Client procurements.
