    JOB SUMMARY


    The Accounting Supervisor performs complex administrative, technical, and professional work in oversight of accounting, collections, grant management, reporting, and supervises a team supporting these efforts.

    Incumbent supervises these services for the division in coordination with accounting staff and in accordance with Generally Accepted Accounting Principles (GAAP), county policy, state statutes, and federal laws and regulations.

    Emphasizes maximizing revenue for the division by ensuring effective and efficient billing, receipting, and disbursement processes, accurate and timely reporting, and successful collections strategies.


    After successful completion of the 12 month probationary period, this position is a hybrid position and will be expected to work in the office located at the Chaska Government Center with some flexibility to work remotely.


    TYPICAL DUTIES AND RESPONSIBILITIES


    Supervises a Health and Human Services Accounting team in the performance of their job duties, including hiring, training, mentoring, evaluating, disciplining, discharging, and approving work schedules, leave requests, and work assignments.

    Supervises team functions, including accounts payable, accounts receivable, cash receipts, general ledger, collections, grants and projects.

    Has responsibility for ensuring accurate and timely completion of monthly and quarterly state mandated reporting.

    Performs complex accounting and professional duties involved in building and maintaining reports and assists with budget analysis.


    Assists in the development, implementation, and maintenance of new accounting techniques and financial management systems or modifies and modernizes existing accounting methods and procedures.

    Collects, compiles, and analyzes financial, budgetary, and trend data; prepares reports, spreadsheets, and graphs as requested.


    Has responsibility for ensuring financial records are accurate and are completed timely in conjunction with state and department defined billing and collection timelines.

    Provides accounting assistance for other Health and Human Services units or county departments as needed.

    Assists with program planning and evaluates revenues and expenditures. Reviews HHS division practices to ensure adequate financial record keeping and compliance with state and federal audit requirements. Monitors billing and revenue receipt practices for HHS.

    Assists in the development and implementation of internal accounting controls. Establishes, organizes, and communicates accounting control policies and procedures.

    Ensures that accounting processes and operational functions are designed effectively to meet standard internal and GAAP controls and are implemented and consistently performed.


    Assists external auditors in the review and auditing of Health & Human Services financial reports and supervises preparation of various audit work documentation as requested.

    Serves as county liaison between HHS and the State of Minnesota Department of Human Services Financial Operations Division and Minnesota Department of Health.

    Provides back-up supervision for the second HHS Accounting Supervisor in their absence.

    Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17. Works the days and hours necessary to perform all assigned responsibilities and tasks.

    Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, managers, directors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.

Ability to analyze financial and accounting reports and assist in the formulation of fiscal and budgetary policy. Ability to develop new accounting systems and techniques. Ability to maintain complex accounting records and prepares reports from such records. Ability to multi-task and prioritize. Ability to manage time and strong organizational skills.

    Ability to make complex mathematical computations quickly and accurately. Ability to follow complex verbal and written instructions. Ability to deal tactfully and efficiently with all levels of management, co-workers, and the general public. Ability to speak, present, and interact in public arenas with composure, professionalism, and discretion. Ability to use MS Office software for the performance of essential duties. Ability to use appropriate discretion in dealing with matters of a confidential nature.


    MINIMUM QUALIFICATIONS

    • Bachelor's Degree in Accounting, Finance, Business Administration or related field and five (5) years of professional level accounting or business administration experience
    or


    • Associates Degree in Accounting or related field and ten (10) years of professional accounting or business administration experience

    Preferred Qualification:

    • Supervisory experience and public sector accounting focusing on Health and Human Services programs and funding sources

    SCORED EXAMINATION PROCESS
    All applications will be screened for minimum qualifications, scored and ranked. Final selection for the position will include successful completion of oral interview(s) and background investigation.
